Overview

The Police Department is recruiting for Police Officer Entry Level utilizing the National Testing Network (NTN) and Public Safety Testing (PST) as the first step in the hiring process. NTN or PST testing and the City of Hillsboro application must be completed by Sunday, October 26, 2025 at 11:59 pm. General Description of Duties A professional, sworn position that performs law enforcement and crime prevention work including patrol and investigation; apprehension of criminals, preservation of peace and protection of life and property; enforces Federal, State and local laws; practices the principles of Community Policing; does related work as required. The Police Officer position is covered under the provisions of a collective bargaining agreement. Eligibility Eligible persons who are qualified and interested in applying for the position must follow the selection process instructions listed below. Selection Process

City of Hillsboro application and National Testing Network (NTN) or Public Safety Testing (PST) Directions: Step 1 – Eligible persons who are qualified and interested in applying for the positions must login and sign up with NTN or PST. Select Police Officer/Law Enforcement Officer and sign up for Hillsboro Police Department (Oregon). NTN or PST testing must be completed and scores released to Hillsboro Police Department by the closing date of Sunday, October 26, 2025. You do not need to take both exams. If tested prior to our opening date of September 18, 2025, contact NTN or PST to transfer score to our current process. The City of Hillsboro does not accept exam results from other agencies outside of NTN or PST. Schedule and pass the written exam with NTN or PST. Minimum passing scores: NTN – Video 65%, Writing 70%, Reading 70%; PST – Law Enforcement Written Exam 70%. Test must be completed prior to submitting application. Step 1b – Submit transcripts verifying at least a four-year academic degree from an institution recognized by the DPSST, which would exempt from NTN and PST exams. A transcript showing the award of at least a bachelor’s degree must be included with your application to be considered in lieu of the NTN or PST Exam. Step 2 – The City of Hillsboro/Hillsboro Police Department will review applications from those who have passed NTN or PST and completed a City of Hillsboro Application with a cover letter and resume. Applications are evaluated based on minimum and required work experience, training and skills. Step 3 – Applicants who pass the application review will be invited to participate in the Oregon Physical Agility Test (ORPAT). If ORPAT was passed within 12 months of October 26, 2025, re-testing is not required. Prior ORPAT scores may be attached to the application. We do not accept PAT scores from other states. Step 4 – Selected applicants will be invited to participate in additional stages (oral board interview, extensive background investigation, Executive Staff interview). Applicants will be notified in writing of final status. Step 5 – Any applicant receiving a conditional offer must pass a pre-employment physical, drug screen, and psychological evaluation. Patrols assigned geographical areas in the City by car, motorcycle, bicycle, or on foot to prevent crime and enforce laws and municipal codes. Observes, reports, and acts on conditions conducive to crime; may issue citations, make arrests, or take other appropriate action. Reports traffic hazards, directs traffic, and manages crowd control at public gatherings; enforces parking regulations and issues warnings as appropriate. Responds to emergency calls; assesses the situation and takes necessary action; may call for assistance. Assumes command at the scene of crime or accident; conducts interviews and collects statements; records vital information. Conducts on-site tests and interrogations; escorts suspects for testing as needed and prepares records and reports. Detains violators as required; may use force as necessary; may encounter challenging physical environments. Conducts investigations and follow-up on criminal activity; conducts interviews; collects and documents evidence; submits progress reports. May perform stake-outs or undercover operations to obtain evidence for prosecution. Prepares and files charges; interacts with prosecutors and court officials; testifies in court as required. Performs community liaison activities and educates the public about crime prevention; directs citizens to appropriate authorities. Serves and enforces court-issued civil processes, including restraining orders and subpoenas. Prepares a variety of reports and records related to crimes, arrests, property, and investigations; uses department systems as needed. May use computer and telecommunications equipment. Qualifications

High school diploma or equivalent, supplemented by college-level coursework; Some experience in law enforcement, military, or related fields demonstrating desired knowledge, skills and abilities; OR any equivalent combination of education, training, and experience; Be at least 21 years of age by date of appointment; Possess or obtain a valid Oregon Driver’s License and have a safe driving record; Be a United States citizen at time of appointment; Be able to possess a Basic certificate from DPSST within 12 months of employment; Be in good physical and mental health as determined by medical and psychological examinations; Must pass an extensive background investigation and be free of felony conviction. Benefits (selected): City of Hillsboro pays police union employee’s 6% PERS pick-up; Bi-Lingual Pay for qualified bilingual employees (English and Spanish or other language spoken by City residents) with a 5% monthly premium; Special Assignment Pay for additional units or responsibilities under the HPOA Contract; Holiday time off accrual for bargaining unit employees (9.33 hours per month, 112 hours per year); Insurance coverage begins the 1st of each month. – valid Oregon driver’s license, safe driving, ability to drive in all weather; violations as described (specific disqualifications listed on line items). Integrity

– ability to testify without impeachment; certain Oregon misdemeanor convictions or misconduct can be disqualifying. Dependability
