Overview
The Acquisition Program Manager will support Air Force Life Cycle Management Center customer at WPAFB, OH. The customer Program Office provides planning and acquisition of cost-effective, long-term critical U.S. Air Force capabilities in an Integrated Product Team structure. The candidate will work side by side with customers and other contractors in the Program Office. The candidate will interface with major defense contractors who supply critical defense capabilities. The majority of the work will be performed in the customer workspace. Some travel is expected, up to 20%. Responsibilities
Provide project management and acquisition support for customer development efforts. Perform project manager duties to ensure efficient execution of assigned efforts. Work closely with program managers, lead project engineers, contracts, finance, and program teams. Maintain awareness of day-to-day issues and plan/prepare for significant project events. Assist in all actions required to award contracts and contract modifications to other contractors, including pre-award documentation, support for source selection activities, and post-award support. Review contract deliverables, integrated schedules, technical status reports, and cost performance reports; provide assessments to the Government team. Assist in program office surveillance of prime and subcontractor performance; assist in determining program progress and communicate recommendations to the Government. Assist in the creation and approval of acquisition strategies, program planning and creation, early capability development strategies, and the transition of program execution to the appropriate Program Executive Officer. Develop and communicate roadmaps for programs and associated technologies and product lines. Develop integration plans and procedures and organize resources to facilitate program transition activities. Assist in milestone planning, tracking, scheduling, briefing preparations, staff coordination, and decision documentation preparation. Assist with identifying and mitigating risks to technology development projects. Create and coordinate DD 254s with the program staff and industry. Participate in working groups and team planning offsites. Establish trusted and influential relationships with customers, suppliers, and other stakeholders. Required qualifications
10 years acquisition experience Experience working with DoD acquisition programs, including contracting and program management strategies, generation of Justification and Authority (J&A) documents, Acquisition Strategy Plan, CDRLs, and assisting with creation of Statement of Objectives and Statement of Work for R&D activities. Experience with classified and/or special access programs. Self-starter who thrives in a dynamic environment; capable of accomplishing high-level tasks independently; strong problem definition and teamwork skills with senior leaders. Experience with collaboration tools including Confluence and/or Jira. Strong interpersonal skills; able to develop briefings and reports summarizing program performance for senior DAF and OSD leadership and other DoD offices. Extensive acquisition and contract management experience, including monitoring program execution and integration of complex programs and systems, and applicable Federal Acquisition Regulations. Knowledge of the Air Force Life Cycle Management Center's framework, directives, and policies. Experience using Microsoft Excel and Microsoft Project for financial and schedule analysis of technology projects. Education Requirements
Bachelor's degree in engineering or business (if Business, at least 3 years of experience on DoD contracts/programs with a heavy focus on engineering). Master's degree in Business, Project Management, Engineering, or related military studies field (Desired). Project management certifications (e.g., DAU, PMP, Agile, or similar) (Desired). Clearance Requirements
Active Top-Secret clearance with SCI and SAP eligibility. U.S. Citizenship is required for this position due to contract requirements.
