GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES: In accordance with Section 2-454 of the City Code of Ordinances, this professional, technical, and administrative role involves planning, organizing, and coordinating activities related to the City's master infrastructure improvement plan, including engineering work on various infrastructure and traffic projects. Responsibilities include reviewing designs, overseeing capital improvement programs, and working collaboratively with City staff, officials, contractors, consultants, and the public.

SUPERVISION Appointed by the Mayor, reporting to the City Engineer, with a three-year term subject to City Council confirmation. The role requires adherence to professional conduct, ethical standards, and City policies. Supervises all personnel in the Engineering Department.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Perform complex engineering duties with independence, advising on policies affecting infrastructure projects, and representing the City externally.

Serve as the City’s representative with agencies, consultants, and internal bodies regarding infrastructure projects.

Work on water, sewer, stormwater, street, parks, and other City facilities.

Conduct surveys, prepare plans, review designs, and ensure compliance with standards.

Manage engineering consultants and contractors, and assist developers with site plans.

Prepare estimates, specifications, bid documents, and oversee project execution.

Develop technical reports and improvement plans for transportation and utility projects.

Maintain the city's Geographic Information System (GIS).

Manage personnel, including hiring, training, evaluating, and disciplinary actions.

Oversee departmental operations, budget, and purchasing.

Participate in meetings and professional organizations.

Perform additional duties as assigned by the Mayor and City Council.

SKILLS AND QUALIFICATIONS

Knowledge of civil and traffic engineering principles, laws, codes, and municipal government operations.

Ability to make independent decisions, supervise complex projects, and communicate effectively.

Proficiency in engineering software, GIS, and office tools.

EDUCATION AND EXPERIENCE: Bachelor’s degree in civil engineering, valid Construction Supervisor’s License in Massachusetts, and ten years of civil engineering experience required. A Professional Engineering License or master’s degree is preferred.

JOB ENVIRONMENT AND PHYSICAL REQUIREMENTS Work involves indoor and outdoor activities, including field inspections requiring physical activity and use of protective gear. Flexibility to work beyond normal hours and weekends in emergencies is necessary.

MOTOR AND VISUAL SKILLS Motor skills for computer use and handling objects, and visual skills for reading and analyzing documents, are required.
