Job Description - PROJECT MANAGER (FACILITY DESIGN AND CONSTRUCTION) (250001XD) Job Summary: Project Manager in the Facility Design and Construction Branch. Performs project management activities related to Design, Procurement, Construction, Closeout, and Post-Project Review phases of the NEXCOM Capital Improvement Program. Manages project scopes, schedules, and budgets, and coordinates work through various project phases. Duties and Responsibilities: Develops and reviews designs and estimated costs for new buildings and major renovations of Navy Exchanges, Minimarts, Warehouses, and Navy Lodges worldwide. Assists in selecting architectural and engineering firms, and inspects and accepts construction sites. Prepares project scopes, descriptions, and schematic drawings for advertisement and in-house work. Tracks and controls funding throughout project cycles, ensuring expenditures stay within limits. Participates in panels for selecting A/E firms and technical review boards. Coordinates with A/E firms and field activities during design and construction, providing guidance and resolving issues. Reviews design submissions for adequacy, cost, and compliance, advising firms on corrections. Approves purchase orders and change orders, reviews bids, and makes award recommendations. Monitors construction progress, addressing schedule and budget slippages. Develops prototype designs, standards, and specifications for system-wide facilities. Maintains proficiency in AutoCad Architectural Desktop and REVIT. Develops and monitors project schedules using MS Project or similar tools. Travels for on-site inspections and problem resolution. Attends professional events to stay current with industry trends. Works under supervision, exercising judgment within established policies and practices. Performs other duties as assigned. Qualifications: Bachelor's degree in architecture (NAAB-accredited) or engineering (ABET-accredited), or related field with 60 semester hours in relevant disciplines. Four years of responsible experience in architectural/engineering construction/renovation projects, including design, specifications, and cost estimating, or equivalent work demonstrating project management skills. This is a Salary Code progression position. Candidates may be hired at any level based on experience, with opportunities for non-competitive advancement upon qualification completion.
