Overview

The City Engineer serves as a key position in the planning, design, permitting, and oversight of the public capital projects and private development proposals that shape the City’s infrastructure. This position plays a significant role in the plans review process to ensure City-approved plans are in compliance with federal, state, and local engineering standards related to stormwater, transportation, utilities, floodplain management, and site development. The City Engineer provides expert technical guidance, supports capital improvement initiatives, and contributes to long-range planning for resilient growth. The role involves close collaboration with City departments, leadership, and external partners on matters requiring engineering expertise. The City Engineer is expected to present professional engineering matters within their purview to the City Council, Planning & Zoning Board, and other relevant boards. The ideal candidate combines strong technical knowledge with leadership and communication skills to manage contractors and consultants, review and approve private and public development plans, oversee budgets and permits, assist with preparing and managing public procurement bids, and engage stakeholders in advancing safe, sustainable, and high-quality development citywide. Essential duties and responsibilities

Comply with all laws and professional standards pertaining to engineers licensed in the State of Florida. Review and approve site development plans for compliance with City engineering standards, drainage, grading, utilities, and right-of-way requirements set forth in local, state, and federal regulations. Coordinate with other local, state, or federal permitting agencies on matters related to the City including Brevard County, Port Canaveral, Florida Department of Environmental Protection, St. Johns River Water Management District, FEMA, and the U.S Army Corps of Engineers. Perform functions and responsibilities for the City delegated in the City Code such as reviewing and providing recommendations related to proposed platted subdivisions and stormwater management systems. Manage and oversee City infrastructure projects, in collaboration with the City’s Capital Projects Director, including stormwater improvements, roadway construction, utility upgrades, and capital improvement programs (CIPs). Coordinate and support the City Attorney on development agreements, right-of-way and plat dedications, easements, performance bonds, and permitting conditions to ensure technical requirements are legally enforceable. Support the City in evaluating potential liability, risk management issues, and disputes arising from engineering or construction activities. Serve as a technical resource to the City Attorney in litigation, claims, and enforcement actions involving the City within the City Engineer’s professional technical expertise. Draft technical specifications and scopes of work for City procurement documents and engineering, construction, and consultant contracts. Leads technical oversight of stormwater, floodplain management, and FEMA-related infrastructure initiatives, including permitting, compliance, and risk evaluation. Assist in developing and updating engineering design standards, construction specifications, and permitting processes. Provide technical input and collaboration for planning and zoning applications, pre-application meetings, and public inquiries. Coordinate with external consultants, contractors, and other agencies on engineering projects and permitting. Evaluate construction plans, specifications, and cost estimates for municipal projects and private development. Perform field inspections and oversee enforcement of construction compliance with approved plans. Support grant applications and project budgeting for infrastructure-related initiatives. Prepare and present technical reports, recommendations, and infrastructure plans to the City Council, Planning & Zoning Board, and other advisory bodies; provide expert engineering guidance to elected officials and participate in public meetings, workshops, and hearings as required. Coordinate closely with the Public Works Department to ensure alignment of engineering and maintenance activities, utility operations, and asset management systems. Lead engineering efforts in the planning, development, and execution of capital improvement projects, including defining project scopes, timelines, budgets, and priorities in alignment with City goals and available funding. Supervisory responsibilities

This position may supervise engineering consultants, project inspectors, or assigned staff involved in public infrastructure and development projects. Education and/or experience

Bachelor’s degree in Civil Engineering or closely related field required. Minimum five (5) years of professional engineering experience in municipal or public sector preferred. Prior supervisory experience of engineering staff, consultants, or technical personnel is highly desirable. Experience with Florida stormwater, floodplain, and permitting regulations is highly desirable. Certificates, licenses, registrations

Must be a licensed Professional Engineer (P.E.) in the State of Florida or able to obtain licensure within six months. Must possess a valid Florida Driver’s License and have and maintain an acceptable driving record.
