SFS is looking for a Senior Program Management Analyst to support a pending proposal with the Defense Threat Reduction Agency at Fort Belvoir, VA.

Must have active Top Secret clearance.

Essential Functions

Support the execution of current and future programs and initiatives.

Assist Department leadership in developing and executing current and future requirements.

Develop and coordinate spend plans and Program Objective Memoranda (POM) inputs.

Provide assistance/expertise in drafting/performing procurement activities, including market research, cost estimates, procurement planning, analyses of alternatives, and past performance assessments.

Participate in meetings, Integrated Product Teams (IPTs), and related events, and produce Initial Strategy Session (ISS) worksheets, Acquisition Strategy Review (ASR) documentation, Acquisition Plans, Source Selection Memoranda, Procurement Packages, Statement of Objectives (SOO)/Statement of Work (SOW)/Performance Work Statement (PWS), Work Breakdown Structure (WBS), capability assessments, Contract Data Requirements Lists (CDRLs), and related documents to support timely procurement of goods and services for Combatting Weapons of Mass Destruction (CWMD) efforts.

Assist in financial/program monitoring, oversight, and reporting (e.g., personnel travel, tracking commitments, obligations and expenditures, contractor cost data, burn rates, trends, shortfalls, personnel hours).

Provide acquisition and technical/functional subject matter expertise to support Source Selection Evaluation Boards involved in procurement competitions necessary for CWMD efforts.

Assist the Program Manager (PM) and Contracting Officer Representative (COR) with weekly/monthly/annual requirements and closeout procedures.

Execute day‑to‑day coordination with the assigned DTRA financial analyst to provide accurate accounting of expenditures, obligations, unliquidated obligations, and real‑time financial data.

Assist Department leadership in developing and executing current and future requirements using expertise in federal government acquisition and PPBE.

Develop and coordinate spend plans.

Assist in financial monitoring, oversight, and reporting (e.g., monitoring personnel travel, tracking commitments, obligations, expenditures, contractor cost data, burn rates, trends, shortfalls).

Effectively communicate to senior leadership through briefings, presentations, and written/verbal correspondence at multiple levels.

Qualifications

Provide comprehensive program acquisition and financial support involving the PPBE process and coordination across the directorate workforce.

10 years of demonstrated experience performing the requirement and a MA/MS degree, or 15 years of demonstrated experience performing the requirement and a BA/BS.

Perform high‑visibility or mission‑critical aspects of a given program independently.

Oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.

Support the execution of current and future programs, assist leadership in developing requirements, build POM inputs, draft market research activities, plan procurements, build analyses of alternatives, and assess past performance; participate in meetings, IPTs, and related events; produce ISS worksheets, ASR documentation, Acquisition Plans, Source Selection Memoranda, Procurement Packages, SOO/SOW/PWS, WBS, capability assessments, CDRLs, and related documents to support timely procurement of goods and services for CWMD efforts.

Advise the PM and COR in all aspects; effectively communicate to senior leadership through briefings, presentations, written/verbal correspondence, and other means as necessary.

Must have Top Secret clearance.
