The Police Department is responsible for maintaining a public safety environment that supports the University's mission of education, research, and public service, twenty‑four hours a day, seven days a week. The incumbent staffs the Public Safety Dispatch Center, operating as a primary point of contact for life or property emergencies and general police, fire, and Transportation and Parking Services (TAPS) transit services. This position is located in the Police Department. The Police Department supports the University’s mission around the clock. 70% - Radio Dispatching & Emergency Services Incumbent provides emergency radio dispatching and telephone services to campus, emergency services, Transportation and Parking Services (TAPS) transit service drivers, Disability Van Service (DVS), CHARTER Services, and Transit Supervisors. Receives and transmits information by two-way radio and phone (including 9-1-1 calls, blue light emergency phones, TDD, and emergency elevator phones). Communicate by two-way radio with Police, Fire, Parking, Guard, Health Services, Physical Plant, Community Safety Officers, TAPS, other campus units, and allied agencies. Relay and coordinate information and provide support to all field units. Operate alarm computer systems, radio console, various computerized applications, video display terminal, and the E911 Public Safety Answering Point. Independently determine the level of emergency response and coordinate police, fire, ambulance and transit services as needed. Function autonomously under supervision; in absence of supervisors, on-duty police supervisor provides functional supervision. Operate a CAD system to keep detailed records of calls, units dispatched, and activity. Use Records Management and university information systems to enter, update or modify data. Monitor and respond to calls on CLEMARS and monitor allied agency frequencies. Assess emergency/urgent situations and relay information to coordinate a response with Police, Fire, Transit Services Manager, Safety Manager, drivers, staff and customers. Follow prescribed procedures and exercise judgment in emergencies where procedures may not exist. Learn and apply Clery Act requirements and disseminate emergency notifications and warnings as needed. Provide public information regarding departmental procedures, parking rules, and related services. 10% - Training Train current personnel on new dispatch equipment, procedures, policies and regulations. Facilitate onboarding of new dispatchers and may serve as a communications training officer (CTO). Develop a learning-friendly environment and represent the agency professionally. Provide public information and instruction at events and trainings as approved. 15% - Records/Files Monitor dispatch center alarms and equipment; notify technicians of malfunctions. Use multi-channel logging recorder and maintain required records and logs. Maintain records and files such as logs, incident reports, CLETS/NLETS entries, etc. Maintain and utilize emergency call-out and notification lists; track transit ridership and input DVS data for reporting. Perform general administrative functions and support the department as needed. 5% - Miscellaneous Provide logistical support for events and emergencies; travel to trainings as needed. Required Qualifications
Have earned a valid high school diploma or equivalent. Experience with transit and/or para-transit dispatch. Experience using office computing systems including word processing, spreadsheets, database programs, and video display terminals. Experience making independent and complex decisions without direct supervision. Experience documenting information and maintaining accurate and legible records. Experience or exposure to the public safety field. Experience in operation and procedures of police and fire preparedness. Experience in the use of an E911 system; different telephone systems and TDD. Excellent communication and interpersonal skills to work with diverse populations. Ability to coordinate vehicles to ensure service/responsiveness. Speed and accuracy in word processing. Ability to learn internet and web-based programs. Ability to manage multiple tasks concurrently and apply rules and procedures under interruptions and changing priorities. Ability to use the Incident Command System (ICS). Ability to ensure compliance with privacy and public records laws when disseminating information. Ability to understand and relay emergency/technical information clearly and calmly. Ability to remain courteous and professional under stress; demonstrate good judgment and discretion. Customer service orientation with sensitivity to needs of customers with disabilities. Ability to recognize training opportunities and plan materials accordingly. Ability to complete written evaluations objectively and precisely. Preferred Qualifications
Knowledge of UCSC campus locations and CLETS messaging. Familiarity with criminal law, university regulations, and California codes. Knowledge of FCC regulations on two-way radio. Knowledge of HIPAA standards and transit policies for higher education. Special Conditions of Employment
Pre-employment criminal history background check required. Pass employment misconduct disclosure process. Possess POST Dispatch Certificate or obtain within 12 months. Extensive background investigation and PASS of POST tests; medical and psychological exams as required. CPR/First Aid/AED certification required within 60 calendar days or ability to obtain. Current DMV record required for interviewees. Must be 21 years or older; meet public safety dispatcher requirements (hearing, vision, etc.). TB test required and negative result; may require multiple health checks. On-site work required; ability to work varied shifts, overtime, on-call, holidays, and weekends.
