The Senior Material Planning & Control Specialist is matrixed from the Material Planning & Control Center under the Asset & Material Management Department to the Stockpile Experimentation and Operations (SEO) Technology and Operations (T&O) Directorate of the Nevada National Security Site (NNSS) to maintain material at the control yards for the UCEP stage of the Scorpius Project at PULSE. This includes expediting those material orders to ensure critical mission milestones are not delayed. Responsibilities Establish, maintain, and manage inventory in Quality Grade Material storage areas. Ensure compliance with material storage requirements. Prepare reports, procedures and deliverables for management. Support UCEP management to ensure the proper application of material control functions identified in the MSTS Quality program are implemented and in compliance. Assist Project Managers, Engineers and Scientists in completing customized statements of work for complex service agreements and sole source justifications for specialized experimentation needs. Assist Management with the development of high-value (over 20 million dollar) subcontract agreements. Process task order requests for subcontract support. Coordinate with Design, Export Control, and Security for compliant release of drawings. Collaborate with Engineers for acceptance criteria to procure complex machining of parts by vendors. Participates in work planning process with Project Managers and Subcontract Technical Representatives to develop material lists and scheduling requirements. Compile and maintain records and provide status reports on the materials requisitioned for projects. Coordinate with procurement and receiving to ensure accountability of all purchased material. Process credit card, catalog, and procurement requests in Oracle Fusion database to buy material. Track and expedite the flow of material from requisition through delivery to the project. Perform related work as assigned by Manager and Project Managers. Qualifications
Bachelor’s degree in field or equivalent training and 5 years relevant experience in purchasing material control planning. Proficiency in computer software products such as MS Office (Word, Excel, PowerPoint, Access), with high-level of proficiency in organizing and tracking information in spreadsheets. Experience and proficiency with material management, property management, procurement, or inventory systems preferred. Experience with MAXIMO based inventory systems and Oracle based purchasing systems a plus. Ability to work with Engineers, Scientists, Technicians, Procurement, outside agencies, customers/sponsors, suppliers, and other Material Planning Coordinators as required to administer project and program needs effectively. Possess high-level interpersonal communication skills of an influencing and motivating nature to interface effectively with all levels of management and supply chain departments. Strong sense of project urgency and ability to prioritize multiple urgent project procurements. Ability to manage multiple tasks and communicate in a professional positive manner with all levels of employees and management during very busy and frequently stressful situations. Ability to exercise considerable discretion and judgment in performing work and conducting evaluations of operation/process effectiveness. Able to work independently and without direct supervision to execute and monitor work assignments and meet established deadlines. Ability to use relevant information and individual judgment to determine whether events or processes comply with policies, procedures, government laws, rules, and regulations, or standards. Ability to execute work, problem solve and meet established deadlines. The primary work location will be at the Nevada National Security Site, Area 1 PULSE Facility (located 65 miles northwest of Las Vegas, Nevada). Work schedule will be 4/10s, Monday – Thursday (subject to change). Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing. Must possess a valid driver’s license. MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance.
