Turner & Townsend is seeking a Procurement Manager to support a large-scale construction project. The ideal candidate has excellent communication and leadership skills. Responsibilities

This role manages all facets of the procurement and contract processes, including the procurement of goods and services, professional services, construction contracts, and other contracts in accordance with applicable laws, policies and procedures. PROCUREMENT COMPLIANCE: Develops, reviews, and implements client procurement policies to ensure compliance, transparency, competition, and best value. Aligns procurement strategies with client goals. PROCUREMENT PROCESSES: Determines appropriate procurement methods, develops solicitations, evaluates responses, determines or recommends awards, and supports vendor input and dispute resolution. Ensures documentation supports transparency and accountability in a public environment. CONTRACT ADMINISTRATION: Conducts selection and contract negotiations, supports legal counsel, maintains purchase orders and contracts, and monitors post-award administration including performance, scope, end dates, and renewals. CONSULTATION: Serves as internal expert on procurement and contract administration, providing guidance to staff and leadership on purchasing rules and guidelines under public disclosure laws. TRAINING: Develops training content and aids to support staff involved in procurement processes and ERP usage. CONTRACT DOCUMENTATION: Streamlines processing to ensure proper documentation, archiving, and tracking of contract terms and renewal actions. LEGISLATIVE RESEARCH: Researches and communicates potential impacts of proposed legislative items related to procurement. END OF YEAR PROCESSING: Monitors and closes purchase orders and terminates annual contracts as needed; participates in formal audits.

SOX control responsibilities may be part of this role, where applicable. Qualifications

Education:

Associate degree; Bachelor’s degree in business, public administration, finance or related field preferred. Experience:

Five years of experience in Oregon public procurement and contracting procedures. Experience with AIA, DBIA and proprietary contract documents. Experience with design-bid-build, CM/GC and Design-Build/Progressive Design-Build Procurement and Contracting. Certifications & Licensures:

Professional purchasing certification(s) such as CPPO or CPPB or equivalent preferred. Additional Information:
