Overview

Strategic Operational Solutions, Inc. (STOPSO) seeks a Senior Proposal Technical Writer to bridge the gap between technical solutions and persuasive communication. The role focuses on developing clear, compelling, and compliant proposals that showcase our technical capabilities to potential clients, especially within federal contracting and Department of Defense (DoD) or federal civilian agencies. Responsibilities

Proposal Writing & Development Write and edit technical sections of proposals, ensuring clarity, accuracy, and compliance with RFP requirements. Develop content that effectively communicates complex technical concepts and solutions in an accessible manner. Tailor content to address client needs, demonstrating a deep understanding of their challenges.

Supporting the Technical Solution Design Support the design and development of technical solutions aligned with client needs and organizational capabilities. Collaborate with technical SMEs to conceptualize and document innovative solutions.

Collaboration & Coordination Work closely with business development, capture managers, technical SMEs, and the proposal team to gather necessary information and insights. Coordinate with graphic designers to ensure visuals enhance written content. Participate in proposal strategy sessions, contributing to win themes, value propositions, and key messaging.

Compliance & Quality Assurance Ensure all content complies with RFP/RFQ requirements and follows the company’s style guide and branding standards. Conduct thorough reviews for grammar, punctuation, and technical accuracy. Edit and proofread SME-provided content for consistency and clarity.

Content Management Maintain and update a library of proposal content, including technical solutions and boilerplate language. Develop and manage templates and tools to streamline the proposal development process.

Continuous Improvement Stay current with industry best practices in proposal writing and technical communication. Provide feedback and suggestions to improve proposal processes, tools, and content quality.

Required Experience, Skills, And Qualifications

bachelor’s degree in a technical discipline or communications/business/English/language degree. at least eight years of demonstrable success in proposal writing, with a minimum of three years writing technical proposal sections. experience and knowledge in cybersecurity, cloud solutions, data analytics, enterprise IT modernization, software development and integration, network engineering and operations, systems engineering, risk management, and compliance. deep knowledge of the business development lifecycle and Shipley processes. strong presenter capability and effective written and verbal communication skills. experience facilitating strategy, solutions, and storyboard sessions. ability to work efficiently under multiple deadlines and changing priorities. advanced proficiency in Microsoft Word, PowerPoint, Excel, and SharePoint. excellent work ethic, time management, and organizational skills. capacity to work extended hours and/or weekends to meet deadlines. must be a U.S. Citizen. advanced degree in a technical discipline. active APMP member or APMP certification.
