The Opportunity WSDOT is currently seeking a Lead Appraiser in NWR (Northwest Region) Real Estate Services! Northwest region serves King, Snohomish, Skagit, Island, and Whatcom counties. This position is responsible for developing scope of work, evaluating suitability, providing technical expertise and direction, and recommending payment for appraiser consultants. This is an expert level eminent domain appraiser position that lends a supporting role to the appraisal division supervisor, leads appraisal department efforts, trains appraisal division personnel, performs valuations/appraisals/reviews, and oversees projects. Right of Way (ROW) must be acquired in compliance with State and Federal Rules prior to advertising transportation projects for construction.

What to Expect In this position, some work is conducted outdoors to perform appraisal field duties, which includes inspecting subject properties and comparable sales or rentals within the NWR. Property inspections may require navigating uneven or unstable terrain and moving through brush.

Responsibilities

Appraise/Co-appraise and review valuations/appraisal reports in support of RES acquisition and property management program activities.

Assist in managing appraisal division projects at a high-level including task management, assign work, and track progress in a respectful, constructive, positive, and efficient manner.

Assist in mentoring and training WSDOT staff engaged in valuation/appraisal activities.

Assist the Appraisal Division Supervisor in determining appropriate appraiser consultants, process contract documentation for consultants, and provide consultants with the information and materials they need to prepare a credible valuation assignment.

Provide expert real estate appraisal advice and guidance to the attorney general office and engineering groups on impacts to properties due to project design, suggesting alternatives when appropriate. Ability to take measurements with a tape measure or laser distance measurer, traversing uneven ground.

Ability to type up forms/reports in Excel or Word.

Qualifications

Real Estate Appraisal and Right of Way Expertise:

Demonstrated experience of Right of Way appraisal, appraisal review, managing workflow, and understanding right of way acquisition principles and procedures. Thorough understanding of the Uniform Standards of Professional Appraisal Practice (USPAP) and Chapter 3 of the WSDOT Right of Way Manual.

Demonstrated ability to appraise and value complex vacant and improved properties, including commercial, industrial, recreational, multifamily, and residential types, in accordance with applicable standards and procedures.

Analytical and Compliance Review:

Ability to assess complex appraisal issues, interpret data, and apply sound judgment to develop accurate valuations and address unique or challenging appraisal conditions consistent with accepted practices.

Communication and Collaboration:

Demonstrated ability to communicate clear, persuasive appraisal reports and summaries. Demonstrate collaborative and respectful engagement with peers, clients, and partners in a manner that promotes inclusivity and professionalism.

Technical Tools and Systems:

Proficient in Microsoft Word, Excel, PowerPoint, Teams, and SharePoint, as well as web-based mapping tools, Adobe Acrobat, and other digital applications. Demonstrates the ability to learn and apply new technologies quickly.

In addition to one of the above, the following are also required:

A valid driver’s license and the ability to operate state‑owned vehicles.

Certified General Real Estate Appraiser license, preferably from Washington state.

It is preferred that qualified candidates also have:

Public Agency and Policy Familiarity:

Knowledge working with or for WSDOT or other public agencies on right of way projects, with applied knowledge of relevant policies, procedures, and documentation such as Scoping Estimates, Project Funding Estimates, Appraisal Waivers, Appraisals, and Appraisal Reviews.

Knowledge of Acquisition processes, the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (including amendments), and the Uniform Appraisal Standards for Federal Land Acquisitions.

Professional Credentials:

A professional designation or certification from the IRWA, Appraisal Institute, or other relevant professional credentialing organization.

Important Notes

The salary listed includes the legislative approved 5% salary premium for positions in King County.

In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
