Job Description As a senior staff professional within the American Water Military Services Group Engineering function, this position is responsible for the development and management of capital projects or assignments in the field of water and wastewater systems. This includes all aspects of privatized water supply systems and wastewater collection & treatment systems, including asset management, capital planning, engineering design, project and construction management, business development, and issues relating to operations & maintenance.
Projects or assignments fall within the following general categories:
Asset/Capital Planning – Water/wastewater system planning and analysis to recommend projects or other approaches to address system needs. Develop and administer capital budgets (detailed annual plan & 5‑year forecast) and prioritize projects or programs.
Project Delivery – Manage all activities concerned with the delivery of multiple capital investment projects from inception to completion. Responsibilities include project budgeting, preliminary engineering, detailed design, permitting, procurement, construction management, field inspection, testing, turnover, and project closeout.
Technical Services – Develop and implement technical standards for the asset base. Serve as a technical expert, support project delivery through interpretation of asset & operational requirements, detailed engineering, permitting, and operator training during construction & commissioning.
Operations & Maintenance Support – Conduct engineering studies and troubleshooting for water/wastewater operations and maintenance concerns, and manage maintenance projects for engineered assets.
Business Development – Assist in pursuing new business and growth opportunities by performing due diligence, preparing technical and cost proposals, and executing engineering services for successful proposals.
Key Accountabilities
Complete projects or assignments in accordance with sound engineering principles, American Water policies, procedures, guidelines, and industry practice.
Develop detailed project scope, budget, and schedule, and manage project execution, monitoring, and reporting.
Maintain comprehensive interaction and communication with internal and external stakeholders throughout the project lifecycle, employing a consensus‑building approach and proactive issue resolution.
Professionally manage and administer contracts with third‑party providers, including engineering & environmental consultants, surveyors, contractors, and vendors.
Represent the company in meetings, workshops, and negotiations relevant to technical or environmental issues.
Pursue educational and professional development to enhance knowledge, performance, and contributions to the organization.
Knowledge / Skills
Ability to work on multiple projects with minimal direction.
Effective management skills (planning, organizing, coordinating teams).
Strong verbal and written communication skills, including presentations and reports.
Interpersonal skills, including diplomacy, persuasion, and motivation.
Strong quantitative, analytical, and financial skills with attention to detail.
Leadership presence and ability to collaborate with senior management and stakeholders.
Knowledge of engineering theory and practice related to water/wastewater facilities, project management, water resources, and utility operations.
Knowledge of engineering or construction contract administration and project delivery approaches for water/wastewater facilities.
Knowledge of US regulations (environmental), legislation, and industry trends.
Sound business acumen and judgment; familiarity with company procedures, policies, and operations.
Experience / Education
Bachelor’s Degree in Civil, Environmental, Mechanical, or related field. Master’s degree or advanced study preferred.
Professional Engineer (PE) license desired.
At least 5 years of engineering experience in the water and wastewater industry.
7 to 10 years total experience overall.
Certifications / Licenses
Professional Engineering (PE) license (preferred).
Work Environment
85% office work.
15% field work.
Position requires passing a Department of Defense background check for access to the military installation.
Travel Requirements
15% of the time.
