Overview
Director of Fiscal Services/Controller role at Roanoke-Chowan Community College. The position is supervised by the Vice President of Administrative and Fiscal Services and oversees the daily financial operations and annual financial reporting, including CAFR, financial statements, and year-end closing in Colleague-Datatel. Ensures GAAP compliance and fulfillment of regulatory requirements and supports internal and external stakeholders with financial information. Responsibilities
Coordinate the development and maintenance of procedures and regulations related to accounting and fiscal responsibility; ensure compliance with federal, state, and local reporting requirements. Establish internal controls and oversee the campus Eagle process with the assistance of the Fiscal Services Coordinator. Supervise activities related to accounts receivable, student accounts, purchasing, and cash management. Prepare accurate and timely GAAP financial reports for internal use and for entities such as the North Carolina Community College System Office, the NC State Auditor's Office, the Office of the State Controller, and other regulatory agencies. Oversee daily financial operations of the Business Office and coordinate annual financial reporting, including CAFR, financial statements, and year-end closing in Colleague-Datatel. Approve and audit daily cash analysis packets (DCA’s); prepare and transmit the monthly State Funds Cash Certification Requests. Assist with the yearly fixed assets process related to year-end depreciation and close out. Maintain the chart of accounts and general ledger; keep staff and faculty updated on accounts related to their area. Reconcile all bank statements monthly, post journal entries (including electronic payments and withdrawals), and reconcile monthly credit card statements; maintain reimbursements as needed between funds. Assist the Fiscal Services Coordinator with records retention and disposal. Ensure daily Business Office operations are efficient, accurate, and timely; provide training for new hires and assist current employees as needed. Reconcile State disbursing and depository accounts; close out the month; run NCCCS office reports, balance, and transmit the reports; ensure funds are available for payroll in State, County, and Institutional Funds. Request and set up Institutional Fund Authorities as needed. Assist Financial Aid with the preparation of the annual FISAP report; reconcile financial aid awards and verify receipt of funds for Pell, State Grants, and local grants. Collaborate with the CFO to compile information needed to complete fiscal year-end financial reports; serve on assigned committees. Perform other duties as assigned by the Vice President of Administrative and Fiscal Services. Qualifications
Bachelor’s degree in Business Administration, Accounting, Finance or related field; three years of work experience in finance or accounting, and two years of supervisory experience. Master’s degree in accounting with at least two years of full-time managerial experience and two years of full-time experience in the NC Community College System or relevant experience preferred. Strong understanding of financial principles, regulations, and best practices in budgeting, financial reporting, and internal controls; proficient in basic business software; ability to develop and interpret reports, policies, and forms; analytical and problem-solving skills; effective communication with stakeholders. Ability to develop effective working relationships and establish strong communication with departments across the institution; commitment to customer service; ethical conduct, integrity, and transparency in financial decision-making. Ability to work under pressure, meet deadlines, and manage competing priorities effectively; strong leadership and management skills.
