McMillen, Inc is currently seeking a

Regulatory Consultant

to support environmental permitting and natural resource management projects across the West Coast, with a preferred geographic location between Sacramento, CA and Bellingham, WA. This position will provide regulatory guidance, project coordination, and documentation support for multidisciplinary teams working on water resources, natural resources, and environmental compliance projects.

Responsibilities

Collaborate with a team of regulatory specialists, scientists, and engineers on environmental permitting and compliance projects.

Prepare and manage regulatory and environmental documentation, including permit applications, compliance reports, and technical memoranda.

Coordinate and facilitate agency consultations and stakeholder meetings, documenting discussions and ensuring follow-up on commitments.

Support project management activities, including scope development, schedule tracking, and deliverable coordination.

Research and interpret environmental regulations and policies to support permitting and compliance strategies.

Contribute to quality assurance, document control, and workflow management for complex regulatory submissions.

Communicate clearly and professionally with clients, agencies, and internal teams to ensure alignment on project objectives.

Assist in business development efforts, including proposal writing and client coordination, as requested.

Travel periodically to project sites and stakeholder meetings throughout the region.

Qualifications

Bachelor’s degree in Natural Resource Management, Environmental Science, Hydrology, Environmental Policy, or a related discipline (Master’s degree preferred).

5–10 years of experience in environmental permitting, regulatory compliance, or natural resource management (consulting experience preferred). Working knowledge of federal and state environmental regulations (e.g., NEPA, Clean Water Act, Endangered Species Act, and state-level equivalents).

Strong technical writing and documentation management skills.

Proven ability to coordinate multiple tasks in a deadline-driven environment.

Excellent communication and stakeholder engagement skills.

Proficiency in MS Office Suite; experience with GIS software is a plus.

Highly organized, detail-oriented, and proactive in identifying and solving project challenges.

Compensation Package

Pay Range: $82,083 - $119,376 (DOE)
