The New York Independent System Operator (NYISO) manages the efficient flow of electricity across more than 11,000 circuit‑miles of high‑voltage transmission lines, dispatching power from hundreds of generating units statewide. The NYISO Procurement Department invites applications for a full‑time Senior Procurement Analyst who will lead strategic sourcing, contract negotiations, and procurement processes for the organization.
Key Responsibilities
Formulate complex contract, procurement, and sourcing strategies in concert with the Manager, Procurement to meet corporate procurement objectives.
Lead the Procurement function and departmental representatives in resolving complex contract questions and issues.
Provide guidance to NYISO employees on business strategy and procurement policies and procedures.
Collaborate with departments and Legal to create RFP, RFI, RFQ, master agreements, vendor service agreements, statements of work, and other contract documents.
Develop relationships with other ISO procurement representatives to benchmark procurement strategies, policies, and procedures.
Use the procurement tracking system to ensure workflow milestones are completed for each project.
Create effective procurement processes and standard document templates.
Lead negotiations on contract terms, insurance, price, discounts, payment, and security terms with vendors while coordinating with Legal, Enterprise Security, and executive management.
Review RFP proposals and provide strategic recommendations to business owners.
Negotiate complex legal and contractual terms, insurance, price, and payment terms with vendors.
Create procurement usage reports, trend analyses, and vendor summary reports through data collection and present findings to internal management and committees.
Facilitate vendor and management concurrence of all contract terms.
Conduct periodic meetings with department and executive management to review procurement forecasts, sourcing strategies, and trends.
Process purchase orders and distribute them to requesting managers and vendors.
Monitor vendor certificates of insurance for compliance with contractual levels.
Maintain electronic and paper records of all procurement documents per retention schedules.
Review contract terms and conditions to ensure compliance and minimize organizational risk.
Ensure vendor compliance with NYISO tariff requirements and procurement policies.
Qualifications
Bachelor’s Degree in Business Management, Business Administration, Accounting, Economics, or a related field (MBA highly desirable; equivalent experience accepted).
Seven years of corporate procurement experience, including leadership of RFP processes, creation of statements of work, negotiation training, and senior financial or business analyst roles with people and project supervision.
Strong knowledge of power transmission and utilities industries; paralegal training or experience is a plus.
Certified Purchasing Manager (CPM), Certified Professional in Supply Management (CPSM), or Accredited Purchasing Practitioner (APP) preferred.
Excellent analytical, communication, and negotiation skills, with the ability to present to senior executives.
Proficient in Oracle Financials (desirable) and advanced competency in MS Office (Word, Excel).
Ability to read, analyze, and interpret technical, financial, and legal documents, and to apply basic algebra and statistical concepts.
Salary Range: $78,500—$131,100 USD.
This role is located in Rensselaer, NY; onsite work is required for several days per week with the option to work remotely on remaining days. All offers of employment are contingent upon successful drug screening and background checks.
