Responsibilities
Serves as a dedicated Solicitation Lead for certain grant solicitations related to the Provider Finance Division/Rural Hospital Program funding received through HB18 and Public Law 119‑21; also serves as Solicitation Lead for other programs as time and workload permit. (80%)
Participates in HHS System contracting and grant‑related workgroups, committees, and projects (e.g., Grants Management System). Communicates at a complex level to provide, exchange, or verify information, answer inquiries, address issues, and resolve problems related to division operations and grant management for HHS system staff. (10%)
Coordinates and communicates with legal services, procurement and contracting staff, program area staff, and state and agencies to identify needs, resolve problems, and monitor and discuss the effectiveness of grant solicitation documents. (5%)
Reviews drafts of laws, rules, regulations, and bills or amendments affecting agency operations; assists with legislative implementation. (5%)
Qualifications
Certified Texas Contract Manager (CTCM) certification required within six months of hire. Dual CTCD/CTCM certification preferred.
Minimum two years of experience with grant procurement practices, statutes, rules and regulations. Healthcare and/or State of Texas procurements preferred. Experience with both state and federal grants preferred.
Knowledge, Skills & Abilities
Knowledge of State and Federal grant laws and regulations, including the Texas Procurement and Contract Management Guide and Texas Grant Management Standards.
Knowledge of legal principles, practices, proceedings, and agency administrative rules and regulations.
Skill in complex project work.
Skill in legal research, writing, and analysis; proficiency with computers and applicable software; reasoning and logic; problem‑solving; prioritizing workloads; mediation and negotiation.
Skill in developing procedures, templates, and processes.
Skill in preparing clear reports and correspondence.
Ability to interpret statutes, state, and federal rules and regulations.
Ability to develop solutions to problems.
