Reports to:

Summary : Meets with the public and contractors to review and examine plans, documents, specifications, and applications for permits on all building construction, additions, alterations and repairs.
Essential Functions
Must become knowledgeable of city ordinances related to building permits and inspections and all Building codes. Must use these ordinances and codes in processing applications for permits.
Assist applicants in compiling and reviewing of applications, submittal and building plans for permits, and to achieve conformance to Zoning and Building codes.
Reviews applications for permits, Certificate of Occupancy, etc. for compliance with local codes and Zoning, and other City requirements and State laws.
Examines applications and documents to verify for accuracy of data. Confers with applicants, document originator, or personnel from other City divisions to resolve discrepancies and compile required changes to documents.
Makes recommendations to approve or reject permit applications involving difficult or technical Building and/or Zoning issues.
Assists the Building Official and Assistant Building Official with research in code issues and tax records for properties involved in code compliance.
Retrieves required records from microfilm and record data sources as required.
Supports the departmental operations with regular and timely attendance.
Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.
Minimum Qualifications Education, Training & Experience Guidelines:
High School Diploma or GED required. Minimum of two (2) years' construction experience in the reading of construction blueprints and construction documents or equivalent. Experience in all construction trades helpful.
Must be able to effectively meet and communicate with internal and external customers.
Considerable knowledge of the major types of building construction and materials and the methods for use.
Knowledge of Building, Plumbing, Gas, Electrical and Mechanical codes and Zoning Ordinances.
Must be able to read and interpret Building codes, Zoning Ordinances, plans, blueprints, and specifications.
Must be able to use computers in office work and to prepare documents, permits and inspections by computer.
License and Certification Requirements
A valid Texas Driver's License is required.
Must have or must be able to obtain ICC Plans Examiner Certification within 12 months of hire.
Salary:
$21.75 per hour
