Brief Job Description The Texas Health and Human Services Commission (HHSC) Medicaid and CHIP Services Division (MCS) seeks a highly qualified candidate to fill the position of Contract Specialist V in the Provider Enrollment (PE) program. Under the supervision of the Provider Enrollment Manager, the Contract Specialist V will perform highly advanced consultative and technical work related to PE program policies and processes in a dynamic and fast-paced environment. The individual selected will be a self-starter who can complete assignments with minimal direction and thrive in teamwork, excellence, curiosity, critical thinking, and integrity.
Responsibilities
Research and interpret program policies, procedures, rules, regulations, and guidance.
Analyze and review contracts related to the Texas Medicaid and Healthcare Partnership (TMHP), PE, and Managed Care Organizations (MCOs).
Recommend and participate in enforcement actions against PE-related contracts.
Respond to legislative and external inquiries and requests.
Research and resolve PE provider complaints.
Lead oversight of TMHP contracts for PE-related requirements.
Work with assigned HHSC program areas (e.g., Office of Inspector General, Managed Care Contracts Oversight) to solicit program rules/requirements that may impact or drive changes within the PE program.
Essential Job Functions
Contract Oversight and Compliance
– Develop contract processes and monitoring tools; evaluate performance of contracts by reviewing requirements and deliverables; validate deliverables to ensure they meet requirements and standards (35%).
Research and Analysis
– Perform research and analysis on projects, contract oversight, state and federal rules, and monitoring assignments; create improved operating methods or procedures; identify areas for process improvement and efficiencies (30%).
Communications Liaison
– Work with HHSC contract areas to develop functional design and business requirements for PE reporting and monitoring; perform written and oral communication between the State, providers, managed care organizations, and vendors (15%).
Technical Support
– Provide consultation, technical assistance, and guidance to staff on agency PE policies and procedures (10%).
Special Projects
– Carry out special projects in a timely manner; monitor project progress and communicate findings to executive leadership (10%).
Knowledge, Skills & Abilities
Knowledge of:
Medicaid (preferred); contracting standards, practices and principles; KPI and SLA computation and tracking.
Skills:
Developing accurate, clear, and succinct program policies; analyzing, interpreting, and evaluating laws, policies and procedures; presenting to large workgroups; using Outlook, Word, and Excel; verbal and written communication; using web conferencing tools.
Abilities:
Establish and maintain strong working relationships with stakeholders; work in a dynamic and fast-paced environment; interpret statutes, state, and federal rules and regulations; prepare complex written reports; review and analyze contract documents and complex data sets.
Initial Selection Criteria Required
Graduation from an accredited four-year college or university. Education and experience relevant to this position may be substituted on a year-for-year basis.
Three years of experience reviewing and interpreting contract terms and conditions.
Preferred
Two years of experience monitoring vendor SLAs or KPIs.
Experience in drafting and editing forms, memos, correspondence, and other documents.
Registration or Licensure Requirements Certified Texas Contract Manager (CTCM) preferred. For individuals who do not have a CTCM, this certification is required within 12 months of employment.
