New hires, re-hires, and internal hires will typically receive a starting salary between the posted minimum and the average pay of employees in their same classification. Offers will be commensurate with the candidate’s experience and qualifications and will thoughtfully consider internal pay equity for agency staff who perform similar duties and have similar qualifications. The top half of the posted salary range is generally reserved for candidates who exceed the requirements and qualifications for the role. The maximum salary range is reserved for candidates that far exceed the required and preferred qualifications for the role. Position Overview
The Inspector General for Educator Misconduct oversees the enforcement of Educator Misconduct policies and processes within the TEA and coordinates decision-making for Educator Misconduct investigations and cases, including decisions related to placement on the Do Not Hire Registry, recommended sanctions to educator certifications, settlement decisions, and case closures. The Inspector General reports directly to the General Counsel with administrative support provided by the General Counsel, and collaborates with the Deputy Commissioner of Governance and the Deputy Commissioner of Educator Support. The role provides regular policy and process improvement advice and counsel to the Commissioner, the State Board for Educator Certification, the Office of the Governor, and members of the legislature. The Inspector General will manage a team of approximately fifteen employees and lead a cross-functional Educator Misconduct Oversight Working Group to ensure the safety of TEA’s 5.5 million students. Responsibilities include leading audits of educator misconduct policies and processes and making recommendations for continuous improvements. This work includes updating the media and advocates for families, agency leadership, the Office of the Governor, State Board for Educator Certification, and legislative leadership on policy implementation progress and recommendations for ongoing policy and process improvements. The Inspector General will participate in strategic visioning and planning processes, communicate regularly with policymakers, families, and the media, and will work under minimal supervision with extensive latitude for initiative and independent judgment. Policy and Process Implementation Audits:
Audit implementation and provide recommendations for continuous improvement of policies and processes related to Educator Investigations and Enforcement activities to the Commissioner and SBEC, including efficiency upgrades, alignment and clarity of SBEC and Commissioner rulemaking, and recommendations for future policy-making to ensure safety of Texas’s students. Coordinated decision-making:
Coordinate final decisions for placement on the Do Not Hire registry and settlement decisions for educator misconduct cases, in collaboration with the Commissioner, SBEC, and agency leadership. Lead the Educator Misconduct Oversight Working Group to ensure ongoing alignment for prioritization and closure decisions. External Communications:
Act as the external-facing leader and facilitator of key advisory groups and meetings, providing regular updates on progress towards goals for Educator Investigation and Enforcement activities to elected leadership, SBEC members, TEA leadership, district leadership, families and advocates, the media, and the public. Educator Misconduct Enforcement:
Oversee the performance and development of all Enforcement staff in alignment with TEA’s talent management practices. Manage and develop direct reports. Team Management and Supervision:
Manage a team of 10+ TEA employees. Set vision and direction, inspiring and motivating the team to engage in the work and achieve outcomes. Minimum Qualifications
Education:
Graduation from an accredited law school with a Juris Doctor (JD) degree.
Degree field:
J.D.
Licenses:
Licensed to practice law in Texas.
Experience:
At least nine (9) years of litigation experience in an Inspector General Office, Office of the Attorney General, a District Attorney’s office, or a similar prosecutorial agency. Other Qualifications
