HR Business Partner
Central City Concern is an innovative nonprofit agency providing comprehensive services to single adults and families in the Portland metro area who are impacted by homelessness, poverty and addictions. Location: Minnesota Building (338 NW 5th Ave, Portland, OR 97209)
Schedule: Onsite – M-F 8:00 – 5:00
Salary: $91,624 – $119,121
- Act as a single point of contact for employees and managers in assigned departments, ensuring high-quality, consistent, and legally compliant HR support by resolving inquiries or directing to the appropriate HR COE.
- Conduct weekly meetings with respective business units.
- Partner closely with business unit management, providing HR guidance when appropriate.
- Analyze trends and metrics in partnership with the HR COE to develop solutions, programs, and policies.
- Maintain in-depth knowledge of legal requirements related to day-to-day management, reducing legal risks and ensuring regulatory compliance. Partner with the legal department as needed.
- Provide HR policy guidance and interpretation.
- Partner with Compensation and Compliance to ensure job descriptions are current and accurate.
- Partner with Management and HR COE on restructuring, workforce planning, and succession planning.
- Identify training needs for business units and executive coaching needs.
- Participate in evaluation and monitoring of training programs to ensure success, following up to meet objectives.
- Provide day-to-day performance management guidance to line managers (coaching, counseling, career development, IDP).
- Communicate effectively with HR COE to ensure consistent application of policies and collective bargaining agreements.
- Build thorough knowledge of department operations, funding, legal landscape, workforce challenges, and culture to guide management decisions.
- Maintain current knowledge of innovative HR practices and recommend improvements at department and agency levels.
- Work closely with management and employees to improve work relationships, build morale, increase productivity, and retention.
- Communicate changes in agency policies and procedures with staff and ensure compliance.
- Work proactively with management to anticipate workforce needs, perform job analysis, and develop appropriate job descriptions.
- Actively support positive professional relationships within assigned departments and across the agency.
- Manage and resolve complex employee relations issues, conducting thorough investigations and maintaining documentation.
- Provide mediation for staff experiencing workplace conflict.
- Facilitate regular internal trainings and team building events for staff and management.
- Act as a positive, collaborative, solution-focused member of the HR team.
- Cross-train and provide backup to other HR areas when needed.
- Assist in improving all HR processes through recommendations, research, and implementation.
- Adhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and CCC policies regarding confidentiality, privacy, and security.
- Perform other duties as assigned.

Minimum Qualifications
- Bachelor’s Degree in Human Resources, Psychology, or related field, or equivalent combination of skills and experience.
- Minimum of 5 years of progressive HR experience with 2 years as an HRBP or strategic HR role.
- Knowledge of compensation practices, organizational diagnosis, employee and union relations, diversity, performance management, and federal and state employment laws.
- S/PHR or SHRM-CP/SCP certification preferred.
- Experience with a unionized workforce is preferred.
- Advanced knowledge of employment and labor laws required.
- Computer proficiency with Word and Excel.
- Pass pre-employment drug test, TB test, and background check.
- Current driver’s license, vehicle access, and acceptable driver qualification, with required insurance coverage.
- Adhere to all agency policies.
- Ability to interact respectfully with diverse cultural and demographic backgrounds.
- Compliance with Central City Concern’s drug-free workplace policy.
