Basic Function
Provides grants management in coordination and administration of federal, state and local grant activities. Responsible for analyzing and maintaining current and accurate reports for selected grants, daily transactions and periodic progress and financial reports. Responsible for coordinating grant revenue cash flow for annual capital budget. Prepares draft grant applications and required reports. Assist in the National Transit Database (NTD) report generation, Triennial Review material, and allocation of FTA formula funds within the Houston Urbanized Area. Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.
Responsibilities and Specific Duties
Serves as division manager in absence of Manager, Grant Programs Assigns and tracks expenses for selected grants, on a daily basis, thus maintaining current and accurate financial information budget and expenditures) for these grants which include subrecipient grants. Prepares letter of credit for complex billings for submittal of reimbursement requests. Prepares ECHO reimbursement request forms as needed. Prepares complex financial analyses, including grant receipts review, grant revenue (cash flow) forecasting, budget maintenance, variance and exceptions reports for selected grants and develops recommendations for assignment of grant funds to various projects and prepares close-out packages for completed grants. Prepares quarterly financial, milestone, and asset disposal reports for submittal to FTA and other funding agencies including maintaining and updating Grant Programs records to document eligible unobligated obligations for grant funded third party contracts for selected grants and reviewing quarterly progress reports received from individual project managers. Prepares responses to special requests from leadership including the Director Grant Programs and Revenue Services, Chief Financial Officer, and President & Chief Executive Officer. Prepares executive documents as necessary for senior management approval of grant-related actions. Attends meetings to represent the division including interdepartmental, executive and Board as required. Prepares and submits to FTA requests for grant budget changes as necessary including amounts of change and justification. Coordinates subrecipient reimbursement and monitoring process including site visits. Coordinates SAP Grants Module including ongoing analysis for budget maintenance. Assists with the audit process, material collection, and coordination with internal/external auditors. Coordinates grant related actions at the Houston-Galveston Area Council (H-GAC). Identifies and implements opportunities for process improvement in the Grants Division. Assists in the preparation of the National Transit Database (NTD) report data and Triennial Review material for submittal to FTA. Assists in the allocation of formula funds within the Houston Urbanized Area including identifying and developing projects suitable for grant funding Coordinates the preparation and development of FTA TrAMS grant applications based on awarded discretionary grant proposals and/or annual formula grants and accumulates all supporting documents required by FTA and/or grantor agency. Submits FTA grant applications in TrAMS for review and responds in a timely manner to reviewer concerns and/or suggestions. Provides excellent customer service to METRO internal and external customers. Applies SMS (Safety Management System) methods and principles in daily routine and supports all aspects of the agency's Public Transportation Agency Safety Plan (PTASP). Promotes safety awareness and follows safety procedures to reduce or eliminate accidents. Performs other job-related duties as assigned. Pay Range: $88,700 - $116,400
Education Requirement
Bachelor's degree in Public Administration or Business Administration with Accounting/Finance or related degree is required. Master's degree in Public Administration, Business or related degree and Grant certification is preferred.
Years & Experience Required
Minimum six (6) years of progressive experience in accounting, finance, or public administration; preferably in transportation grant programs or directly related field. Experience in project management or management and transit industry or recent grant administration experience preferred.
Knowledge & Skills Required
Knowledge of grant administration, especially Federal Transit Administration rules and procedures, as well as state and local government regulations. Excellent writing skills; good organizational and analytical skills with knowledge of accounting principles and strong analytical abilities are required for fact-gathering, issue identification, and evaluation of information. Good interpersonal and communication skills with all levels. Strong communication, negotiating skills, and other human relations skills are essential to work successfully with grantors and internal METRO staff. Grant certification preferred.
