What will I bedoing?

H-GAC, the fiscal agent for the Gulf Coast Workforce Board (GCWB), is striving to expand the reach of the region's public workforce system to more employers and more people through targeted projects and the growth of systemwide learning and training initiatives. To support this expansion, we are seeking an experienced Senior Planner - Content Development to join the Workforce Solutions team within our Human Services department.

The Gulf Coast Workforce Board through cooperation with local governments and H-GAC's Human Services Department, improves the quality of life for residents across the region through our Workforce Solutions Workforce system. Central to this effort is a renewed focus on professional development and training that equips staff to deliver consistent, high-quality services across the region.

As the Senior Planner - Content Development, you will lead the design, development, and continuous improvement of training materials for Workforce Solutions staff and leadership. You will create innovative, accessible, and engaging learning experiences using adult learning principles, instructional design methodologies, and agency branding standards.

You will develop a variety of instructional materials-including course content, eLearning modules, job aids, facilitator guides, and multimedia resources-tailored for diverse audiences across the Gulf Coast workforce system. This includes ensuring learning objectives are clearly defined, measurable, and aligned with Board goals and policy requirements.

In this role, you will collaborate with subject matter experts, program leads, and communications staff to transform complex information into clear, relevant, and interactive training materials. You will manage annual content update cycles, ensuring all materials remain accurate, compliant with accessibility standards, and consistent with the Workforce Solutions brand.

You will also oversee the migration and packaging of courses into SCORM-compliant formats for delivery through the Learning Management System (LMS), ensuring that

courses are properly tracked, accessible, and optimized for staff engagement. In partnership with the Professional Development Team, you will evaluate course effectiveness through participant feedback, survey data, and performance outcomes-using findings to enhance future learning experiences.

KeyQualifications

ü At least 5 years of experience in curriculum development, learning systems, training coordination, or workforce development

ü Demonstrated expertise in adult learning principles and content creation for diverse audiences

ü Proficiency in Articulate 360, Captivate, Canva, and Microsoft 365

ü Strong writing, editing, and visual communication skills

ü Ability to manage multiple design projects and meet deadlines in a collaborative environment

Do you have...

ü Bachelor's degree in an applicable academic discipline orrelatedfield of study

ü 5years of experienceworking with local government, nonprofit programs, school or in job related duties

Preferred Qualifications

ü Certification in Instructional Design, Training, or Curriculum Development (may be obtained within one year of employment)

ü Experience with SCORM, content migration, and digital accessibility compliance

ü Familiarity with workforce development programs, NAWDP competencies, and Board training standards

ü Knowledge of emerging eLearning trends and authoring tools
