Purpose Of Position This highly responsible position requires complex analytical work in providing management of high-cost or high-visibility capital improvement projects. The manager oversees the planning, design, and construction of capital projects in the City’s Capital Improvements Program and other Public Works projects, ensuring compliance with all current codes, criteria, budgets, and design specifications. The position works under the general direction of the Public Works Director or a designee and is considered an emergency/disaster position, requiring employees to be ready to report during emergencies such as hurricanes or other disaster situations.

Essential Job Functions Manages capital improvement projects, including planning, development, implementation, and completion through use of consultants and contractors. Builds teams of design professionals, contractors, and end users for effective management and delivery of projects.

Ensures projects are completed as contracted and to desired standards, covering design quality control, expeditious sequencing, contract administration, construction quality control, compliance with applicable codes and regulations, and more.

Oversees planning, design, and construction of capital projects, including a wide variety of city infrastructure, facilities, and public utility improvements.

Prepares requests for proposals and bid documents, reviews bid responses, and makes recommendations based on lowest and best bids, responder competency, and selection criteria.

Coordinates project management for construction of city infrastructure projects, ensuring contractor compliance with design/specified requirements, time, and budget.

Conducts quality control activities, historical data research for project planning, document control, and material purchasing for municipal capital projects.

Prepares, advertises, and negotiates requests for proposals and bid documents, scopes of services, and related documentation to facilitate programs.

Conducts special studies and projects relating to technical and administrative aspects of city infrastructure; prepares reports and recommendations for municipal administration.

Assists in preparing the short- and long-term Capital Improvement Plan (CIP) and Comprehensive Development Plan (CDP), ensuring incorporation into work schedules and annual budgets.

Performs engineering review, analysis, plans, specifications, and work schedules, and assists with Impact Fee calculations for improvements.

Maintains regular contact with consulting engineers, construction project engineers, and governmental agencies; interacts with citizens during public meetings.

Responds to inquiries regarding engineering policies and procedures, evaluates issues, and makes recommendations on public works infrastructure.

Provides backup to related positions and performs all other duties as assigned.

Minimum Qualifications / Special Requirements Bachelor’s degree in Civil Engineering, Architecture, Construction Management, Construction Technology, Building Construction, or other related field and eight (8) years of progressively responsible experience in design and construction of roadways, buildings, sanitary/storm sewers, water production and distribution, wastewater collection, lift-station operations, or related fields, or an equivalent combination of education, training, and experience.

Preference for candidates with a Florida Registered Professional Engineer (PE) designation or those able to obtain registration within two years of employment.

Must possess a valid Florida Driver’s License, pass NIMS IS‑700 within 30 days, and complete the required NIMS, Cyber Security Awareness Training, and other training as scheduled within specified timeframes.

Critical Skills / Expertise Knowledge of federal, state, county, and city regulations, codes, and ordinances; civil engineering principles; GIS systems for City asset management; and project management software.

Strong communication skills in writing and speaking, with ability to interact with municipal staff, consultants, governmental agencies, and the public.

Ability to conduct engineering research, compile reports, and make informed recommendations.
