Echelon Services is seeking a Contracts Specialist II to support the Naval Information Warfare Systems Command (NAVWAR) in San Diego, California. The ideal candidate will provide full-spectrum contracting and acquisition management support across pre-award and post-award phases for federal contracts. This position requires a detail-oriented professional with strong knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and DoD 5000 series requirements.
You will collaborate with Government Contracting Officers, program offices, and acquisition teams to ensure compliance, efficiency, and accuracy in contract actions supporting mission success.
Key Responsibilities
Provide contracting and acquisition support throughout the full lifecycle of federal procurements.
Assist with preparing, reviewing, and routing acquisition documentation such as Requests for Proposals (RFPs), Justifications and Approvals (J&As), Determinations and Findings (DFs), Statements of Work (SOWs), and Contract Data Requirements Lists (CDRLs).
Conduct market research, assist in source selection documentation, and support industry day coordination.
Review and analyze contracts, modifications, and amendments for accuracy, compliance, and financial impact.
Maintain accurate contract records, ensuring all required documentation is current and properly stored in designated systems.
Assist in tracking obligated and projected funding, preparing financial reports, and monitoring contract performance metrics.
Support the development of acquisition strategies, source selection plans, and related contracting guidance.
Provide administrative support for audits, reviews, and data calls related to contract execution.
Ensure compliance with NAVWAR, DoD, and federal contracting policies, procedures, and reporting requirements.
Collaborate with Government and contractor stakeholders to resolve contractual and programmatic issues.
Required Qualifications
Education: Bachelor’s degree in Business, Finance, Accounting, Law, Economics, or a related field.
Experience: Minimum of three (3) years of professional experience performing federal contracting duties on the buyer side (i.e., Government).
Security Clearance: Active Top Secret with SCI eligibility.
Demonstrated experience interpreting and applying FAR, DFARS, and NAVWAR acquisition policy.
Experience with contract writing systems (e.g., SPS/PD2) and procurement documentation.
Proficiency with Microsoft 365 (Word, Excel, PowerPoint, Outlook, Teams, and SharePoint).
Strong written and verbal communication skills, attention to detail, and ability to manage multiple priorities.
Preferred Qualifications
DAWIA Contracting Certification Level II (or FAC-C Level II / Back to Basics equivalent).
Prior experience supporting NAVWAR, SPAWAR, or other Department of the Navy organizations.
Experience with Other Transaction Authorities (OTAs) or Small Business Innovation Research (SBIR) contracting.
Familiarity with Navy Enterprise Resource Planning (N-ERP) and contract financial tracking tools.
Pay Transparency – California In accordance with California law, the compensation range for this position is $130,000 – $150,000 annually, depending on experience, education, and qualifications.
