Duties As an ATTORNEY‑ADVISOR (GENERAL), GS‑0905‑13 you will manage the daily legal workload to support the Adjutant General, staff elements of Army and Air National Guard, and subordinate units, and the United States Property and Fiscal Officer. Responsibilities include:
Providing professional legal advice and opinions on federal laws, regulations, and the National Guard mission.
Serving as litigation point of contact and acting as the State Adjutant General’s representative in third‑party proceedings.
Acting as claims officer and legal advisor in administrative board proceedings; reviewing reports of survey, line of duty determinations, and similar administrative matters.
Reviewing contracts, procurement actions, and real property matters involving federal funds; conducting negotiations; preparing legal training for judge advocates.
Acting as a legal assistance officer; coordinating with part‑time JAG officers.
Performing other assigned duties.
Conditions of Employment
National Guard membership is required. Current National Guard members of NC Army National Guard, Army Reserve, active duty Army, or other state National Guard may apply.
This excepted service position requires membership in a compatible National Guard assignment prior to the effective placement date.
Selectees must wear the military uniform.
Applicants not currently a National Guard member must be eligible for immediate membership in the applicable military grade.
Male applicants born after 12/31/1959 must be registered for Selective Service.
Background investigation required; employment suitability determined.
Probation/trial period of 1‑2 years may apply.
Direct deposit mandatory.
Must have completed the 14‑week Judge Advocate General Basic Course.
Must have no military disciplinary action or adverse information files.
Qualifications Basic Qualification Factors
Skilled in collecting and analyzing data accurately.
Knowledgeable of military and civilian laws, directives, and regulations.
Ability to communicate clearly in English, orally and in writing.
Skilled interpersonal communication, empathy, and effective listening.
Ability to write reports and presentations.
Skilled in organizing thoughts, researching materials, and managing case projects.
Skill in interpreting directives and laws.
Specialized Experience
At least 12 months professional Attorney Advisor experience.
Knowledge of Army National Guard and Air National Guard mission requirements.
Experience providing legal interpretation on Title 32, Uniform Code of Military Justice, and federal contract and claims matters.
Experience conducting legal research for administrative hearings and courts.
Experience preparing legal opinions, negotiating contracts, and advising senior leaders.
Proficiency in managing litigation strategies and complex legal issues.
Experience with Federal Labor‑Management relations and collective bargaining.
Proficiency in drafting, reviewing, and interpreting real property and procurement documents.
Education Must hold a Bachelor of Laws (JD) from an ABA‑accredited law school and be admitted to practice law in any U.S. state, commonwealth, territory, or District of Columbia. Transcripts and licensure documents required.
