Summary To provide human resource services in one or more of the following areas: consultation and training on human resource related topics, application review and candidate testing, recruitment, job analysis and classification, benefits and leave administration, relevant program administration; perform related work. This position may provide support to multiple agencies.
Job Responsibilities
Consulting with and advising employees and/or management on human resource matters
Conducting in‑depth interviews and research in a variety of HR areas, reporting findings and making recommendations to management
Completing job analysis, identifying classes of work and job requirements, developing job descriptions, or recommending appropriate classification
Assisting in the development and implementation of the recruitment process: reviewing and generating job descriptions, posting announcements, managing the hiring process, providing information on career opportunities and guiding hiring managers on selection practices
Recommending personnel policy and procedure changes and updates
Reviewing personnel actions and employment activities for compliance with federal, state and agency rules, policies and procedures
Determining eligibility and administering benefits
Coordinating, conducting and facilitating employee orientation and other human resource training
Performing or overseeing preparation and submission of personnel, payroll and benefits documents
May process payroll and perform related functions
Distinguishing Characteristics This is the second level in the Human Resource job family. At this level incumbents operate independently with routine practices, make recommendations for process changes, and consult with HR leadership regarding complex issues outside of standard procedures.
Minimum Qualifications
Some knowledge of Human resource administration
Human resource administration courses: at least two (2) courses or certifications, or at least six (6) months of experience providing HR guidance on recruiting, job analysis and classification, performance management concepts, and salary administration.
Equal employment opportunity concepts and legal requirements: at least two (2) courses or certifications, or at least six (6) months of experience reviewing personnel actions for compliance with these concepts.
Experience
Interpreting, explaining, applying laws, regulations, and policies: at least one (1) year of work experience with responsibility for reviewing documents or actions for compliance with laws, regulations, and/or policies.
Counseling employees on human resource matters: at least one (1) year of work experience providing counseling to employees on HR matters such as explaining benefits options, workplace concerns, career development, and providing resources.
