The GIS Analyst will support the City of Houston’s Enterprise Geographic Information System (EGIS) by performing advanced GIS development and technical support. This role requires a detail-oriented individual who is highly proficient in GIS editing, spatial analysis, data management, and web GIS applications. The selected candidate will play a key role in supporting desktop and web-based GIS projects that align with the City’s enterprise goals and provide technical solutions to internal and external stakeholders. Essential Functions / Responsibilities
Produces maps, reports and analyses using GIS and various database software. Researches and evaluates source data using routine methods. Develops and implements data topology methods and procedures. Converts data from one software platform to another. Geocodes data files; enters, corrects and modifies data. Design and produce high-quality maps, reports, and spatial analyses using ArcGIS Pro, ensuring consistency with established cartographic standards. Perform advanced GIS editing in a multi-user versioned environment with strong attention to detail. Create, maintain, and document GIS data layers in the enterprise database. Develop and maintain ArcGIS Online (AGO) web maps, dashboards, and apps using Web AppBuilder. Conduct spatial and network analysis using Esri’s Spatial Analyst and Network Analyst extensions. Automate GIS workflows using Model Builder, Python, and Arcade. Provide geocoding support, including address rematch, validation, and quality assurance. Collaborate with city departments to identify GIS needs and recommend appropriate data products or tools. Support public information requests, planning initiatives, and contribute to external data-sharing platforms such as ESRI Community Maps. Perform other duties and special projects as assigned. Educational Requirements Requires a Bachelor's degree in Geographic Information Science, Planning, Geography, Computer Science or a closely related field. Experience Requirements No experience is required. Substitution Professional experience working with a comprehensive geographic information system may be substituted for the degree requirement on a year-for-year basis. License Requirements None. Preferences
Expert user of ArcGIS Pro, including tools for spatial operations, joins, and overlays. Skilled in vector data creation, schema design, and table manipulation. Strong background in cartography, with an eye for clean, effective visual design. Proficient in interpreting metes and bounds legal descriptions and translating them into accurate boundary features. Experienced in reading and cleaning address data and applying effective geocoding and rematching techniques. Advanced use of Arcade expressions for dynamic web maps and dashboards in ArcGIS Online. Familiarity with documenting workflows, prototyping, and working in a collaborative, multi-disciplinary team environment. Selection / Skills Tests
