The SR400 Express Lanes Project is a transformative $4.6 billion infrastructure initiative led by SR400 Constructors, a 50/50 joint venture between Flatiron Dragados and ACCIONA. Commissioned by the Georgia Department of Transportation (GDOT) and Georgia State Road Tollway Authority (SRTA), the project will add two 16-mile express lanes from Sandy Springs MARTA Station (Exit 5) to McFarland (Exit 12), enhancing mobility along one of Georgia’s busiest corridors. With a peak workforce of over 500, the project also includes dedicated bus rapid transit stations and key bridge refurbishments. Construction is set to begin in late 2025, with substantial completion anticipated in 2031.

The Procurement Engineer is responsible for all procurement activities of the Subcontract packages and strategic supplies in accordance with the established budgets for the Project. The incumbent will report to and be under the supervision and direction of the Procurement Manager.

Responsibilities

Research and identify potential subcontractors/suppliers for the Project. Engage with these subcontractors/suppliers and request them to register for prequalification to allow them to be invited to tender on selected packages.

Follow up to determine the qualification and evaluation of selected subcontractors/suppliers.

Issue Requests for Quotations (RFQs) to subcontractors/suppliers through the Tender Tool.

Follow up to ensure that offers/quotations from the subcontractors/suppliers are received on time.

Review the subcontractors/suppliers requests for clarifications (RFIs) received and responded to, including all relevant technical specifications, drawings & BOQ to ensure receiving compliance offers from subcontractors/suppliers.

Set up meetings with the project team (Construction/Technical) and subcontractors for any clarifications to allow the evaluation of the offers/quotations to be progressed.

Actively involved in value engineering and cost-saving initiatives.

Prepare and issue technical and commercial comparison sheets to the management.

Negotiate with subcontractors/suppliers with the support of the Procurement Manager in order to fulfill project’s time schedule and budget requirements.

Prepare and present recommendations for the award of certain subcontractors/suppliers for scope tendered to the management for approval.

Coordinate with other members of the Commercial Department and technical/construction departments in the preparation of the Subcontracts including scope of work etc.

Engage in kick‑off meetings with the project teams and subcontractors/suppliers; Ability to build positive working relationships within all project departments to achieve the best possible results for the Project.

Wide knowledge across all construction methods and subcontractors in North Dakota and surrounding States.

Experience / Qualifications Required Skills and Competencies

Bachelor’s degree in Engineering / Quantity Surveying.

A recognized Procurement Certification is desirable (CPSM or similar).

Minimum 5–7 years’ experience working for a medium‑to‑large general contractor or consultant organization (preference given to working for a general contractor).

Strong negotiation and communication skills.

Strong understanding of contractual and commercial agreements.

Ability to operate under pressure and to meet tight and demanding deadlines.

Good logistical planning, record keeping and admin, time management and scheduling management abilities.

Strong interpersonal skills.

Strong people management skills.

Good teamwork and organizational skills.

Experience working within a P3/Design‑Build Environment would be preferred but not essential.
