Overview
The State of Connecticut, Department of Consumer Protection (DCP) Liquor Control Division, is accepting applications for a full-time Liquor Control Special Agent. The role supports field investigations, coordinates with participating Liquor Control Agents, and works to enforce the Liquor Control Act and related regulations. Our mission is to ensure a fair and equitable marketplace for consumers and to protect the health and safety of Connecticut citizens by regulating the distribution, sale, and dispensing of alcoholic liquor.
Position Details Full-time, Monday–Friday (some nights and weekends required). 40 hours per week. Hybrid work opportunity. Located at 450 Columbus Blvd, Hartford, CT.
Responsibilities
Work in connection with the administration and enforcement of the Liquor Control Act and regulations issued by the Department and the Liquor Control Commission.
Maintain proper licensing of all credentials for permittees and applicants in the Liquor Control division.
Investigate alleged violations of the State Liquor Control Act, including sales to minors or intoxicated persons, improper pricing and labeling, trade practice violations, and purchases of alcoholic liquor from prohibited entities.
Coordinate and conduct field investigations in collaboration with state and municipal law enforcement to enhance enforcement of underage drinking laws and other violations.
Provide training and education on Connecticut liquor laws and regulations to police groups, federal agencies, civic and industry groups.
Investigate, document, and prepare comprehensive reports for court cases and assist in the preparation of cases for the Liquor Control Commission; testify in court and before the Commission.
Act as a working supervisor for Liquor Control Agents during special investigations and may assume the role of a supervising agent.
Assist with office-related scheduling and duties, and help train new agents.
Qualifications
Six (6) years of experience in investigatory, technical, or administrative work in the liquor industry or a related industry dealing with the general public.
Two (2) years of experience as a Liquor Control Agent or Liquor Control Casino Agent.
College training may substitute for up to four (4) years of experience based on fifteen (15) semester hours equaling one-half (½) year of experience.
Experience conducting or overseeing Liquor Control investigations, managing investigative case files with numerous witnesses and documents, testifying at administrative hearings, and utilizing electronic databases for investigative research.
Knowledge of the Liquor Control Act and related statutes, regulations, and code provisions.
Strong investigative skills, interpersonal communication, oral and written communication, computer software proficiency, and supervisory ability.
Knowledge, Skills, and Abilities
Considerable knowledge of agency policies and procedures, relevant state and federal laws, statutes, and regulations.
Proficiency in investigative methods and techniques.
Excellent interpersonal, oral, and written communication skills.
Ability to utilize computer software for data analysis and reporting.
Supervisory capability.
Physical and Working Conditions
Must have sufficient physical strength, stamina, agility, visual and auditory acuity to perform the duties of the class.
May be required to work unscheduled hours, travel, and possess a valid Motor Vehicle Operator’s license.
May be exposed to threatening situations during investigations.
Character Requirements
Conduct of background investigations will be performed prior to appointment.
