Scope of the Project

Work with the project teams (including end users) to be sure the outcome is functional and contains all needed tools and report capabilities.
Develop system work flows, requirements, and timeframes.
Daily Duties / Responsibilities Position Description – Systems Software Programmer – Lead. Candidate should be an expert coder in both visual interfaces and web services construction. Expertise in Microsoft Visual Studio 2015, C#, ASP.NET, ASP.NET MVC 3 or higher, jQuery, .NET, MS SQL 2012 R2 /2014 enterprise server and TFS (Team Foundation Server). Responsibilities include code development, unit testing, source code management, build management, integration testing, and deployment. Candidate also needs experience with AngularJS/TypeScript.
This contract position is needed for ongoing development and support for the Early Care and Education systems. System assignments will include maintaining and updating legacy applications into the larger integrated Child Care Services System (CCSS), serving as a developer in relation to Child Care Licensing. The role also includes migrating the SC Voucher process into CCSS and supporting current applications. Additional system development projects may be assigned as needed.

7+ years of experience independently designing and implementing medium to large‑scale software systems and components using .NET architectures.
5+ years of data‑driven application development using relational database engines.
5+ years of web‑based software systems development with N‑tier architectures, dynamic content, scalable approaches, and complex security models.
Knowledge of Microsoft operating systems and at least two application/database/messaging/web server systems.
Successful design and implementation of multiple software components and subsystems.
Ability to communicate design and implementation of software systems, including strengths/weaknesses and design decisions.
Effective oral and written communication with technical, non‑technical staff, and customers/stakeholders.
Effective communication with DSS and other State IT staff.
