STATE TITLE: PROGRAMMER II
This position is eligible for remote work within the state of Texas (subject to change). Must attend meetings/training at headquarters in Austin, TX as required by management.

GENERAL DESCRIPTION
Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.
Performs complex (journey-level) computer programming analytical work in support of the Texas DMV Information Technology Services Division. Analyzes and evaluates internal IT processes, system specifications, software, and operations to identify opportunities for improvement and increased efficiency. Develops recommendations for optimizing workflows, enhancing service delivery, and implementing best practices to support the agency's operational objectives across multiple divisions or units. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.
ESSENTIAL DUTIES
Develops new code or modifies existing application program code; maintains, supports, and monitors program code ensuring ongoing operations and execution of the software.
Facilitates root cause analysis of system issues to minimize impact and future occurrences.
Provides support for application software programs, including problem resolution from software failures or other problems, answering questions, etc., during standard working hours.
Serve as backup support for Release Management and Change Management functions to ensure continuity of operations during staff absences or peak workload periods.
Assist in assessing the success of releases and changes, identifying lessons learned, and recommending process improvements (Retrospectives).
Support the Application Development Manager with coordination of software development and enhancement projects, including planning, scheduling, and monitoring progress.
Support timely communication between App Dev, project teams, and business stakeholders.
Evaluates business processes, anticipates requirements, identifies areas for improvement.
Handle ad hoc operational and reporting requests as assigned by management.
Identifies areas of needed change and makes recommendations to improve operations.
Perform other related duties as assigned to support IT operations and project delivery.
Performs other job-related duties as assigned.

Qualifications:
MINIMUM REQUIREMENTS
Education
- Graduation from an accredited college or university with a major in computer science, business administration, economics, or a related field.
Experience
- Minimum two (2) years' experience in Software Development Life Cycle (SDLC), one (1) year in Change Management, and/or one (1) year in Release Management.
Substitution Note: Additional work experience of the type described may be substituted for education on a year-for-year basis.
Preferred Experience : Prior state agency experience
