Job Overview
This position will be in support of the NYS Tax Modernization Program. The program aims to modernize legacy systems within the NYS Department of Taxation and Finance, responsible for billions in state revenue. Major modernization areas include collections and accounts receivable, taxpayer accounting, and withholding tax returns processing.
Duties
Gather requirements and create detailed system documentation to develop automated applications that meet business priorities.
Provide lead programming duties for tax‑related applications while mentoring staff using technologies such as J2EE, Spring, JSON, JavaScript, and JDBC.
Assist and provide guidance through all phases of the project management life cycle.
Develop unit test plans based on coding changes and user specifications, conduct unit testing and debugging of all code changes in the development environment.
Coordinate the migration of all code changes (programs, procedures, etc.) from development environment into user test environment.
Assist team members using distributed technologies including Java, DB2, XML, and XQuery.
Ensure that staff members are properly trained and mentored.
Provide support for defects and issue resolution, ensuring defects and issues are addressed promptly based on priority.
Facilitate and participate in meetings with ITS and DTF customers, communicating verbally and in writing with DTF management, ITS management, and team members.
Mandatory Requirements
12+ years of experience involved with all facets of the software development process, including research, design, programming, testing, and implementation of computer software.
Requirements

84 months (7 years) of experience with J2EE technologies including JDBC, JSP, and XML.
84 months of experience developing, building, and testing Java EE applications using modern IDEs such as Eclipse, NetBeans, or IntelliJ.
84 months of experience with J2EE frameworks such as Spring or Struts and application servers such as Tomcat, JBoss, WebSphere, or WebLogic.
60 months of experience writing SQL statements for relational databases.
60 months of experience retrieving, manipulating, and displaying JSON data.
36 months of experience in messaging technologies such as MQ, JMS, or Kafka.
60 months of experience in system analysis and design of multi‑tiered transactional systems.
Required documents: Driver's License/Green Card/Visa, Passport (if applicable) and any professional certifications or degrees requested in the qualifications.
