A Non-Merit vacancy exists in the Department of Economic and Workforce Development for a Manager of Youth Services.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Regular Schedule: 34 hours per week

Definition of Responsibility The Youth Services Project Specialist supports the design, coordination, and delivery of workforce development programs tailored to youth and young adults. This role focuses on preparing youth for successful entry into the workforce by providing career exploration, skill development, and employment readiness activities. The position builds and maintains strategic partnerships with schools, community-based organizations, employers, and other stakeholders to ensure programs align with current labor market trends and youth development best practices.

Job Purpose Under the general supervision of the Manager of Youth Services, the specialist will collect, analyze, and report on program performance data to measure impact and compliance with WIOA and other funding requirements.

Examples of Job Duties

Assist in the planning, implementation, and oversight of youth-focused workforce development initiatives.

Provide direct support and guidance to program participants, including career counseling, resume assistance, interview preparation, and job placement support.

Develop and maintain partnerships with schools, community organizations, and employers to create internship, apprenticeship, and employment opportunities for youth.

Coordinate workshops, training sessions, and events that promote career awareness, financial literacy, and life skills.

Monitor participant progress, collect outcome data, and prepare reports to assess program effectiveness.

Draft correspondence, program materials, and outreach content to promote youth services.

Represent the Department and Baltimore County at youth-focused community events, career fairs, and workforce development conferences.

Examples of Other Duties Performs other related duties as required.

Required Education and Experience Associate’s degree from an accredited college or university;

Plus At least two (2) years of experience in youth programming, workforce development, education, or a related field.

Proof of Licenses, Certifications, and Education Applicants are required to submit proof of professional licenses, certifications, and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant’s major field of study. Copies and unofficial transcripts are acceptable.

EXAMINATION PROCEDURE Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Employment Background Investigation Applicants selected for an appointment to a position in Baltimore County must successfully complete an employment background investigation, including, but not limited to, a criminal background, education, and fingerprint check.
