Business and Financial Services maintains and improves processes to protect the University’s financial integrity, provides financial information to various users, supports system users, monitors transaction flow for compliance with laws and policies, analyzes financial data, and prepares financial statements and reports in accordance with applicable laws and regulations. Position Summary
The Tax Manager reports to the Controller within Business and Financial Services. The Tax Manager oversees the daily operations of CSU’s tax department, ensures University compliance with IRS and state/local tax statutes, and supervises the Tax Accountant. The role provides tax guidance to campus units. Required Job Qualifications
Bachelor’s degree in Business with a concentration in Accounting or closely related field from an accredited college or university Demonstrated professional accounting experience Demonstrated knowledge and experience with tax and tax research Demonstrated knowledge of IRS regulations Strong problem-solving skills Strong computer skills with Microsoft Outlook, Excel, Word and Teams Strong written and verbal communication skills Must be legally authorized to work in the U.S. by the proposed start date; CSU will not provide sponsorship for this position Preferred Job Qualifications
Supervisory experience Higher education or non-profit accounting experience Experience with computer databases (e.g., Kuali Financial Systems, ODS, Artic) Good judgment and ability to make sound decisions Knowledge of international tax regulations Self-starter with ability to work with little supervision Essential Duties
Research tax laws and implement changes within CSU to ensure compliance Manage daily operation of the University tax compliance function Develop planning strategies to ensure regulatory compliance and minimize tax exposure Provide recommendations to University administrators and document legal basis for audit questions Advise campus on fundraising and raffle rules/regulations and analyze tax risk exposure Review activities and tax laws to determine Unrelated Business Income Tax (UBIT) liability Ensure business activity aligns with the University mission; report unrelated business income and remit estimated tax payments when required Respond to inquiries from external tax authorities and resolve issues Apply for exemptions from local taxes when eligible and cost effective; renew exemption certificates Review payments to Nonresident Alien individuals and employees abroad; determine withholding and reporting requirements Develop procedures and policies to ensure tax withholding and reporting compliance Liaise with external tax advisors on transactions Reporting and Monitoring
Prepare written and oral reports detailing issues, conclusions, and recommendations Prepare or review monthly/state and local sales tax returns Provide proof of Federal tax-exempt status to vendors or authorities Maintain the University’s tax-exempt status Supervision
Supervise the Tax Accountant and review work product Performance management including goal setting and annual evaluations Miscellaneous
Other duties as assigned; assist the University Controller and/or Tax Accountant; act as backup for the Tax Accountant as needed Application Details
