is recruiting for two executive-level (unclassified) positions. These roles will serve as key advisors to the Director and will shape strategy, lead operations, and advance equity-focused solutions across the County. Base pay range $235,440.00/yr - $366,158.00/yr Salary:
$235,440 to $366,158 annually, plus excellent benefits Responsibilities
Chief Operating Officer, HSH
Key Responsibilities: Lead core internal operations to ensure accountability, efficiency, and transparency across the department. This position's responsibilities include: Oversight of administrative, fiscal, HR, IT, facilities, procurement, and contracting functions Development of internal controls, performance management systems, and financial accountability tools Strategic allocation of resources across divisions to ensure operational excellence Implementation of systems and policies that increase transparency and support data-driven decision making Chief Program Officer, HSH
Key Responsibilities: Provide strategic direction and executive oversight of HSH’s programmatic operations and service delivery. This position's responsibilities include: Leading design, delivery, and evaluation of all housing and homelessness programs Managing service portfolios including outreach, interim and permanent housing, clinical and supportive services, enriched care, and benefits assistance Coordinating closely with health, justice, and social service systems to align and integrate care Championing equity-centered and evidence-based strategies to improve client outcomes Key Responsibilities for Both Positions
Serve as Acting Director in the Director’s absence, with full authority over operations or programs Represent HSH before the Board of Supervisors, elected officials, advocacy organizations, media, and community partners Implement performance management systems to improve outcomes and ensure accountability Provide leadership and coaching to division heads and senior managers Help drive organizational transformation to better serve people experiencing homelessness Qualifications
Bachelor’s degree in Public Administration, Business Administration, Social Work, Urban Planning, Public Policy, or a related field Five (5) years of progressively responsible executive experience managing major divisions or programs in housing, homelessness, or human services Proven ability to lead organizational transformation, manage diverse funding sources, and deliver measurable outcomes. A valid California Class “C” driver’s license or the ability to use an alternative method of transportation when needed. Advanced degree in Public Administration, Social Work, Urban Planning, Public Policy, or related field Demonstrated success leading large-scale housing or homelessness initiatives in diverse urban or countywide systems Expertise in fiscal and contracts management, resource alignment, and compliance Experience working with elected officials, community partners, and advocacy organizations Strong public presence and ability to represent HSH in high-profile forums Deep commitment to equity, inclusion, and culturally responsive service delivery Defined benefit retirement plan 14.5% monthly MegaFlex contribution for benefits 401(k) and 457 plans with potential County match 13 paid holidays, annual leave, and non-elective days How to Apply
