Payroll Specialist (533) (Administrative) Kings View is a nonprofit leader in providing behavioral health services to the underserved community, is currently seeking a driven Payroll Specialist to join our mission to provide compassionate services to those with limited resources. Payroll Specialist (533) Fresno, CA

The Payroll Specialist is responsible for the accurate and timely processing of payroll in compliance with company policies, collective bargaining agreements (if applicable), and local, state, and federal regulations. This position serves as a critical liaison between Human Resources, Accounting, and employees by ensuring proper compensation, tax compliance, benefit deductions, and payroll recordkeeping. The Payroll Specialist also assists with benefit-related reconciliations, audits, and compliance reporting while supporting the organizations financial integrity.

How will I contribute

Process biweekly and/or monthly payroll transactions, including salaries, overtime, bonuses, pay differentials, and benefit deductions.

Verify timecards, timesheets, and attendance records for completeness and accuracy.

Accurately calculate and process payroll adjustments, including retroactive pay, garnishments, off-cycle payments, terminations, and leave-related earnings.

Perform month‑end payroll calculations and reporting, including leave accruals and workers' compensation summaries.

Reconcile payroll general ledger accounts and resolve discrepancies in coordination with the Accounting Department.

Prepare and distribute payroll reports and summaries to leadership and applicable departments.

Assist with the preparation and timely submission of required tax reports and filings (e.g., 941, DE9, W‑2, W‑3, 1095‑C, 1099).

Monitor compliance with payroll laws, wage and hour regulations, ACA tracking, and federal/state tax withholding requirements.

Respond to employee inquiries related to pay, deductions, tax withholdings, and payroll‑related policies.

Assist in the administration and reconciliation of employee benefits including medical, dental, vision, life insurance, and voluntary benefits.

Support the open enrollment process and related payroll setup for benefits changes.

Assist with the monitoring and processing of 401(k) plan enrollments, contribution changes, hardship withdrawals, and required notices.

Coordinate and assist with the Mid‑Year and Annual 401(k) Census reporting.

Manage setup and maintenance of Taxable Life Insurance annually.

Prepare annual EEOC reports in coordination with Human Resources.

Assist with the implementation, testing, and maintenance of payroll and HRIS software systems.

Participate in internal and external audits, providing documentation and reconciliation as needed.

Maintain confidentiality and security of all payroll information in accordance with HIPAA and organizational policies.

Perform other duties as assigned to support the overall functioning and success of the program.

Use of company vehicles may be monitored by in‑vehicle dashcam systems for safety, compliance, and operational purposes. These devices may record video, audio, and telematics data during vehicle operation. As a condition of employment in a position that requires driving an agency vehicle, consent to the use of dashcam technology is required. Refusal to consent to dashcam monitoring may disqualify individuals from driving duties or result in reassignment to a non‑driving role.

What I bring

High School Diploma (or Equivalent)

Drivers License: Class C3

Years of payroll processing experience; or comparable quantitative field or equivalent related work experience.

Thorough understanding of payroll processing principles, including wage and hour laws, tax regulations, and benefit deductions, with a strong focus on California labor law compliance.

Proficient in using payroll and HRIS systems to manage complex payroll functions, generate reports, and ensure data accuracy.

Familiarity with 401(k) administration, ACA requirements, workers' compensation reporting, and year‑end tax filings such as W‑2s and 1095‑Cs.

Strong knowledge of payroll best practices, California wage and hour laws, federal and state tax regulations, and benefit deductions.

Experience with payroll software systems (e.g., OnePoint, ADP, Paychex, etc.); HRIS knowledge is preferred.

Proficiency in Microsoft Excel and ability to generate and analyze reports.

Strong attention to detail, organizational, and problem‑solving skills.

Excellent interpersonal and communication skills; ability to maintain confidentiality and handle sensitive information with discretion.

Associate or Bachelor’s degree in Accounting, Finance, or related field preferred.

Nonprofit or multi‑location payroll experience a plus.

CPP (Certified Payroll Professional) or FPC (Fundamental Payroll Certification) is a plus but not required.
