Overview The Human Resources Generalist provides support to district employees from first application to end of employment. This position plays an important role in recruiting and retaining quality employees, positively supporting all district staff, and orienting employees to district culture. This position is a member of the district Human Resources team, working to ensure smooth daily operations, positive experiences for staff, and maintaining the highest level of confidentiality.

The district’s three HR Generalists work on behalf of all employees, but each specializes in a different subset of staff: certified staff, classified staff, and guest teachers. This position directly supports guest teachers (subs).

Supervision Received Receives direct supervision from the Chief of Human Resources.

Primary Duties

Support district staff with human resources needs while providing quality, accurate, timely, and positive customer service.

Manage multiple databases and systems to track employee data, including entering data, maintaining and generating reports from the HR database; inputting necessary personnel and payroll information into the system for payroll; advising payroll of all changes in employee status.

Support hiring managers through the hiring process, including serving as a recruitment expert and information resource, calculating wages, and discussing total compensation.

Ensure that critical HR functions, particularly relating to hiring and employment, occur in a timely and accurate manner and make recommendations for process improvements to continuously improve efficiency and customer service.

Maintain personnel files and related documents in compliance with state and federal laws and district policies including paper and electronic files, I-9 forms, and employee medical files.

Assist with the day-to-day efficient operation of the HR office.

Store and release personnel information in completing employment verification requests, background checks, and legal records requests according to district policy and in compliance with the law.

Compile and submit required State and Federal reports in an accurate and timely manner as assigned.

Advise building administration and other directors/supervisors regarding human resource issues including policies, procedures, legal requirements and past practices.

Represent the Human Resources team at district-wide, individual school, and community special events.

Recruitment And Employment

Coordinate recruiting efforts by posting and advertising vacancies in accordance with policy.

Assist in the development and creation of the district’s recruitment materials.

Attend local and out of state recruitment fairs as appropriate, representing the district with a focus on employment highlights to attract candidates to apply for open vacancies.

Make salary placement determinations based on district policies and procedures.

Conduct new employee orientations.

Assist in the coordination of employee housing for new and existing employees.

Ensure that all new employees have ID badges.

Within compliance, manage and process all necessary new employee paperwork through the HRIS system in an accurate and timely manner.

Work closely with the payroll specialist and correct errors as identified.

Process all personnel change of status paperwork and submit to the payroll department in an accurate and timely manner.

Provide employees with annual notification of salary and assignment details. May include the annual issuance of employment contracts for certified staff and contract riders.

Conduct exit surveys or exit interviews for all appropriate individuals ending employment.

Manage the certified staff education salary advancement process including processing and filing paperwork, entering data into the HRIS system and issuing mid-year contract riders.

Monitor and verify the current licensure of all professional staff through the Colorado Dept of Education and ensure compliance with the ESSA and educator licensing requirements.

Coordinate hiring of visa-dependent workers (including H1B and Perm Visa applications) and ensure compliance with related laws, rules and regulations.

Benefits Management

Have a full understanding of and serve as contact for the district’s health insurance plan, medical flexible spending, dependent care flexible spending, and COBRA plans.

Assist employees with benefit changes out of the open enrollment period.

Work with the Chief of HR to coordinate all aspects of employee benefits and benefit information including open enrollment.

Perform a variety of routine and complex administrative, technical and professional duties when administering the various components of the employee benefits program/package.

Maintain general knowledge of employee leave policies for consistent application for all employees, including FMLA, Sick Leave Bank, Parental Leave, and all other leave options.

Manage employee discount programs including annual program implementation and form processing.

Oversee all aspects of Workers’ Compensation, including but not limited to: compliance with workers compensation regulations and procedures, processing workers’ compensation reports, working with supervisors, physicians, and claims adjusters to monitor claims and keep costs under control.

Experience & Training Guidelines

Experience: Minimum two years of professional human resources experience or equivalent, including complex administrative support. Previous experience in a school or district setting and/or recruitment experience preferred.

Training / Education: Equivalent to the completion of the twelfth grade supplemented by specialized administrative training or relevant work experience. Bachelor’s degree from an accredited college or university with course work in human resources preferred.

Spanish Bilingual Preferred.

Location and Working Conditions Location: The position will be primarily located at the Carbondale District Office, but will require occasional travel to and among Glenwood Springs, Carbondale, and Basalt.

Working Conditions: Office environment with exposure to computer screens and use of a keyboard. The employee is frequently required to sit, walk, and stand. Travel from site to site and occasionally out of town.

Salary Range and Days Worked Hourly range: $31.81/hour to $40.12/hour, depending on qualified experience.

Days worked: 252 days/year (with paid personal time, paid vacation days, and paid time off for holidays and district non-work days such as during winter break and spring breaks)
