Overview
Division Manager (Business Administration and Operations) (Unclassified). Under the direction of the Department Director, the Division Manager plans, manages, organizes, directs, supervises, and may personally perform professional activities associated with budget development and implementation, purchasing, human resources, information technology, and inventory management. As a member of the leadership team, the Division Manager will be involved in strategic planning and internal initiatives and work closely with department leadership. Responsibilities
Plan, manage, organize, direct, supervise, and personally perform activities related to budget development and implementation, purchasing, human resources, IT, and inventory management. Participate in strategic planning and internal initiatives; collaborate with department leadership. Oversee division functions in finance, budgeting, purchasing, human resources, technology, and administration in alignment with city policies. Design, revise, and implement departmental procedures to align with organizational policies and procedures. Examples of Work Performed
Finance, Budgeting, Purchasing and Operations: • Overall financial management, monthly/quarterly/grants accounting, and annual financial reporting; budgeting and forecasting; coordination of audits; accounts payable/receivable; purchasing program; contract management; RFPs; SBE goals; inventory management; fiscal audits; department procedure development. Human Resources: • Oversee HR functions in the department, employee relations, recruitment, performance management, payroll, and procedures aligned with city policies. Technology: • Manage department technology infrastructure, evaluate and implement new technology, license management, system upgrades, and public outreach via website and social media. Administration: • Collaborate with Director and Deputy Directors to develop and improve administrative processes; prepare cost-benefit analyses; develop and present reports. Qualifications
Bachelor’s Degree in Finance, Accounting, Human Resources, or closely related field; minimum of seven years of experience, including at least five years in financial, administrative, and/or human resource management at the mid-management level; and at least two years of supervisory experience. An MBA/MPA or relevant advanced degree is preferred. Education may be substituted for experience and experience may be substituted for education at the hiring authority’s discretion. Other Requirements
Some positions may require a valid Driver’s License. Excellent communication and teamwork skills; ability to work irregular hours. Environmental Conditions: Office environment; exposure to computer screens. Physical Conditions: Ability to sit, stand, and walk for prolonged periods; manual dexterity as required. HR Contact
