Summary:

The Chief Compliance Officer (CCO) reports to the EVP Chief Risk Officer and is responsible for designing, administering and leading First Bank of the Lake's regulatory compliance program, enabling innovation in Banking-as-a-Service while ensuring compliance with federal and state laws and regulations. The CCO ensures that compliance is integrated into the business strategy through the maintenance of an effective and comprehensive compliance program, including analysis of legislative and regulatory actions; providing business unit managers proactive counsel on the business application of regulatory actions; implementing institutional changes to maintain compliance with evolving and new products and services; interacting with senior and executive management on compliance matters and best practices; maintaining a practical compliance training and monitoring program; and leveraging AI technologies to enhance efficiencies. The ideal candidate will have in-depth knowledge of both compliance regulations and fintech banking, and experience transforming compliance operations through technology.

Job Functions

Develop a compliance framework that allows the Bank to build and scale innovative financial products and services, including Banking-as-a-Service, within legal and regulatory guidelines.

Advise all areas of the Bank on compliance-related matters.

Build scalable compliance solutions that grow with the Bank’s expansion into BaaS, consumer banking, and other new markets and product lines.

Review, analyze, interpret, communicate, and maintain knowledge of existing, pending, and newly issued rules and regulations that affect or may affect the financial institution.

Deliver clear, data-driven compliance reports to management and Board-level committees, providing actionable insight on program effectiveness, regulatory trends, and key risk areas to support strategic decision making.

Develop a compliance-first culture where regulations are guardrails for smart innovation.

Monitor compliance management systems and tools to ensure they function optimally and update models as necessary to adapt to emerging risks and threats.

Act as regulatory compliance liaison with regulators, examiners, and auditors; communicate findings to business unit managers and senior management and manage corrective action to prevent regulatory noncompliance, including written responses to exams and audits.

Perform required liaison communications with legal counsel as needed, including responding to proposed legislation and/or regulation during the comment period.

Act as a resource to implement and/or revise policies, procedures, and practices to ensure regulatory compliance.

Partner with business unit managers to review products and services, forms, brochures, marketing materials, service forms and contracts, and disclosures to ensure accuracy and compliance with applicable laws and regulations, including internet and intranet sites and electronic communications.

Establish and maintain a risk-based monitoring program with qualitative and quantitative standards.

Complete periodic compliance reviews and transactional testing, developing an effective monitoring program with written reports and corrective actions.

Oversee the bank's job-specific training program, ensuring compliance with policies, procedures, and laws; monitor participation, feedback, and effectiveness.

Provide enthusiastic and professional compliance service to all employees; develop and nurture a compliance culture across all delivery channels and departments.

Must complete all required training, including Bank Secrecy Act/Anti-money Laundering training suitable to the position.

Education/Experience

Bachelor's degree, preferably in business administration or a related field. MBA or relevant master’s degree preferred.

Ten years of experience with a financial services institution; ideal candidate will have 10-15 years of business experience and five or more years of management experience.

Certified Regulatory Compliance Manager certification preferred or willingness to obtain compliance certification.

Requires working knowledge of federal and state banking regulations and the business application regarding new and existing products, services, and business opportunities.

Strong interpersonal skills and written/oral communication; ability to interact with senior management, regulators, and employees to ensure regulatory compliance.

Excellent project management/organizational skills; ability to manage multiple complex projects with attention to detail.

Integrity, objectivity, inquisitiveness, and ability to resolve conflicts and miscommunications under pressure.

Team player with flexibility.

Proficient in Microsoft Office and able to interpret data from screens and documents.

Ability to be bonded.

Physical Requirements

Prolonged periods sitting at a desk and working on a computer.

Must be able to lift up to 25 pounds.

Work Arrangement

This position is remote.

Occasional travel as needed for training or meetings.
