Director of Human Resources , in Farmington, Utah. This is an appointed (at-will) position under the administration of the Davis County Commission. Under broad policy guidance and direction from the Commissioners, this role performs professional administrative and supervisory work in directing the Davis County Human Resources and Risk Management functions. In addition, the HR Director oversees the administration of the County Legal Defender Program and Davis County\'s Pretrial Services. Lead and advocate for the organization (Davis County, its departments, its mission, programs, and employees). Administer, direct, and supervise all HR functions across County departments (recruitment and selection; compensation, payroll, benefits; position classifications; workers compensation; performance management and training; wellness programs; EEO; employee relations and onboarding to separation; performance evaluation programs and records management). Present recommendations to and advise the Board of County Commissioners and the Career Service Council on HR and risk management matters; administer the Davis County Merit System Ordinance and related policies and procedures. Develop policies and procedures for all HR administration and employee relations; implement, interpret, and enforce County policies. Maintain compliant recruitment and selection programs; direct certification of candidates, employment screening, testing, and related records. Prepare and recommend position classifications and pay plans; direct salary surveys and cost-of-living analyses. Ensure compliance with Federal, State, and County laws and regulations, including ACA reporting requirements. Prepare and present annual compensation analyses and HR departmental budget requests; monitor expenditures. Establish and maintain centralized employee records; ensure data integrity. Supervise HR Office staff: hiring, training, workload, leave approvals, and performance evaluations. Advise administrative officers on employee matters including discipline; support disciplinary documents in coordination with the County Attorney\'s Office and manage grievance procedures. Direct and supervise Risk Management; oversee risk reduction programs and analyze data to reduce liability and workers\' compensation losses. Oversee the Davis County Legal Defender Program and Pretrial Services Program; assist with budget preparation, contracts, and regular meetings to ensure effective service delivery. Operate a motor vehicle in compliance with Utah laws and regulations as required. Perform related duties as assigned. Qualifications

Master\'s Degree in Public Administration, Business Administration, Human Resource Management, or a closely related field (or equivalency) from an accredited college or university. Six (6) years of full-time professional HR experience in a leadership role and three (3) years of direct supervision of staff. An acceptable combination of education and experience may be considered. Experience with HR service delivery in a state government, local government, or higher education environment. Must pass a criminal history background investigation.
