Overview
The City of Alexandria is seeking a Division Chief of Property Maintenance Code for the Department of Code Administration. The role plans, manages, and supervises the day-to-day activities of the Division of Property Maintenance Code, ensuring compliance with the Virginia Maintenance Code and related city ordinances. The incumbent will lead field inspectors who investigate and resolve violations and work under the general direction of the Assistant Director, with considerable latitude for independent work. Responsibilities (Examples of Work)
Collaborates with relevant city departments to align processes and policies; Works with city departments and agencies to address City Code nuisance and Virginia Maintenance Code violations; Assists field inspectors on complex inspections as needed; Prioritizes, assigns, and investigates complaints within prescribed response times and policies; ensures follow-up actions and resolutions; Assists with criminal and civil prosecutions to obtain compliance in collaboration with other departments; Manages staffing and resource distribution to maintain appropriate levels; Identifies system constraints and works to remove or mitigate obstacles to improve enforcement effectiveness; Monitors enforcement trends and adjusts resource allocation and case management accordingly; Maintains alignment and communication with applicable departments and agencies; Designs and develops operational policies and procedures for the division and oversees implementation; Coordinates program activities with other areas within the department and with state/federal agencies; Provides guidance to field inspectors, evaluates performance, and identifies development needs; Ensures training, certification, and compliance with safety and procedural policies; Represents the department on interagency task forces addressing multi-department violations; Engages neighborhoods and business associations to promote code compliance and reporting; Participates in neighborhood association meetings to gather input and provide training; Utilizes information technology to improve workflow, record-keeping, and reporting; Manages and leads residential rental inspections program in coordination with the Program Manager; Performs related work as required. The Alexandria Department of Code Administration works with residents, tenants, business owners, building owners, architects, engineers, contractors, and developers to achieve compliance with the Virginia Uniform Statewide Building Codes (VUSBC) and City Code nuisance provisions. The department supports permit processing, plan review, inspections, and education. It contains five divisions: Permit Center, Property Maintenance Inspections, New Construction Inspections, Plan Review Services, and Administrative Services. Minimum & Additional Requirements
Minimum:
High School diploma or GED, and five years' experience with three years of supervisory experience sufficient to plan, manage, and supervise a major code enforcement inspection program; two years of customer service experience; certifications in appropriate inspection areas; or any equivalent combination of education and experience. A valid driver’s license is required. Additional Requirements Required Certifications: Certified Maintenance Code Official by the Virginia Department of Housing and Community Development at the time of appointment; OR Certified Housing Code Official by the International Code Council at the time of appointment; and Certification as a Virginia Maintenance Code Official within one year of appointment. One of the following within three years of appointment: Virginia Association of Zoning Officials Certified Zoning Official; Virginia Association of Zoning Officials Certified Zoning Administrator; International Code Council Zoning Official; or Virginia Department of Housing and Community Development Combination Residential Inspector. Preferred Qualifications All minimum requirements, including a four-year college degree with a major in Building Construction, Building Inspection Management, Public Administration, Fire Service Administration, Law Enforcement, Land Use Planning, or a related field; or an equivalent combination that includes a two-year degree with related experience and training.
