Overview City Administrator role for the City of O'Fallon, Illinois. The City Administrator serves as the chief administrative officer of the City, responsible for providing executive leadership, strategic direction, and oversight of all municipal operations. Working under the policy guidance of the Mayor and City Council, the Administrator implements City policies, manages departmental operations, oversees the budget process, and ensures the effective delivery of public services. This role fosters a culture of collaboration, accountability, and professional development among department heads and staff, while serving as a key liaison between elected officials, employees, and the community.

Base pay range $150,000.00/hr - $175,000.00/hr

Essential Duties and Responsibilities

Provide leadership and direction for all City departments, agencies, and offices to ensure goals are achieved efficiently and effectively.

Implement City policies and advise the Mayor and City Council on municipal operations, long-range planning, and strategic initiatives.

Oversee the preparation, administration, and monitoring of the City budget; ensure responsible allocation and use of public funds.

Serve as a primary point of contact for City staff, elected officials, residents, and community leaders; maintain open lines of communication and respond to inquiries, concerns, and requests for information.

Promote a collaborative management team environment among department heads and support professional development and training programs.

Recommend and implement procedures, policies, and methods for efficient and effective municipal operations.

Represent the City at community, intergovernmental, and public events; provide presentations and reports as needed.

Ensure compliance with all applicable federal, state, and local laws, policies, and regulations.

Monitor departmental performance, enforce accountability standards, and support the development of professional workplace standards and safety procedures.

Perform other duties as assigned that support the mission, goals, and operations of the City.

Minimum Qualifications Education and Experience

Bachelor’s degree in Public Administration, Business Administration, or a related field (Master’s degree preferred).

Minimum of seven years of progressively responsible administrative or managerial experience in a municipal or county government setting, including experience supervising staff.

Other equivalent combinations of education and experience may be considered.

Knowledge, Skills, and Abilities

Comprehensive knowledge of municipal government operations, finance, human resources, public works, public safety, parks and recreation, and community development.

Ability to develop and implement budgets, policies, and strategic plans.

Strong leadership, team-building, and conflict-resolution skills.

Excellent oral and written communication skills; ability to present complex information clearly to elected officials, staff, and the public.

Knowledge of applicable federal, state, and local laws, policies, and regulations.

Ability to analyze complex data, evaluate alternatives, and make sound, objective decisions.

Proficiency with standard office software, presentation tools, and municipal management systems.

Commitment to transparency, accountability, and community engagement.

Ability to maintain a professional, positive attitude in a highly visible, public-facing role.

Supervision and Performance

The City Administrator reports directly to the Mayor and serves at the Mayor’s discretion, with ratification by the City Council.

Performance is evaluated annually by the Mayor, with input from the City Council, based on established goals and objectives.

Physical and Work Environment

Ability to perform light physical work, lift up to 25 pounds occasionally, and operate standard office equipment.

Work is primarily office-based but requires attendance at meetings, events, and occasional site visits.
