The Security Manager is responsible for the development, implementation, and oversight of comprehensive safeguards and security programs at a site, ensuring compliance with Department of Energy (DOE) directives, federal and state regulations, and contract requirements. This role serves as the primary authority for all security matters, including physical protection, information security, personnel security, and material control and accountability. The Security Manager will interface with DOE, site contractors, and regulatory agencies to maintain a secure and compliant operating environment. Responsibilities

Safeguards & Security Program Management: Develop, implement, and maintain integrated safeguards and security (S&S) programs in accordance with DOE Orders and contract requirements. Collaborate with the Facility Security Officer (FSO) and/or Officially Designated Security Authority (ODSA) to ensure facility clearance and security requirements are met. Oversee physical protection measures, including access controls, intrusion detection, barriers, delay mechanisms, and security technology/automation. Manage information security programs, including classified matter protection, controlled unclassified information (CUI), operations security (OPSEC), and technical security programs. Administer personnel security programs, including badging, clearance processing, and security awareness training. Coordinate the DOE Security Badge Program, lock and key program, escort requirements, and automated access control systems. Ensure compliance with Foreign Ownership, Control, or Influence (FOCI) requirements and support facility approval and registration activities. Security Planning & Incident Management: Develop and maintain Site Security Plans (SSP), Security Risk Assessments (SRA), Performance Assurance Programs (PAP), and Incident of Security Concern (IOSC) Program Plans. Conduct self-assessments, program reviews, and annual comprehensive S&S reports. Lead incident response, investigation, reporting, and corrective action planning for security events. Stakeholder Engagement & Training: Provide security management support for site tours, stakeholder visits, and regulatory inspections. Develop and deliver security education, training, and awareness briefings for all site personnel and contractors. Coordinate with DOE, Ohio Department of Natural Resources, site tenants, and other contractors to ensure a consistent security posture and compliance. Compliance & Continuous Improvement: Ensure all security activities are performed in compliance with applicable laws, DOE directives, and regulatory agreements. Maintain up-to-date security policies, procedures, and plans, and ensure effective flow-down to subcontractors. Evaluate and recommend security technology upgrades and system refreshes. Requirements

Bachelor's degree in criminal justice, security management, public administration, or related field (advanced degree preferred). Minimum 8 years of progressive experience managing security requirements at highly regulated facilities (DOE, DOD, NRC, or similar). Demonstrated experience as or working directly with a Facility Security Officer (FSO) and/or Officially Designated Security Authority (ODSA). In-depth knowledge of DOE safeguards and security directives, federal security regulations, and compliance standards. Experience with physical security systems, information security, personnel security, and incident management. Strong leadership, communication, and stakeholder engagement skills. Ability to obtain and maintain required security clearances. Due to the nature of the government contract requirements and/or clearances requirements, US citizenship is required.
