Brief Job Description Under the direction of the Inspections Unit, Environmental Section Director, the manager performs highly advanced, complex senior-level managerial work overseeing and managing the daily operations and functions of the Environmental Hazards Branch. Manages, plans, and coordinates the performance of environmental programs statewide. Provides technical expertise, oversight and direction to staff and functions. The position sets goals for staff, establishes priorities, plans, assigns, supervises their work, and is responsible for performance measures and outcomes. Responsible for employing appropriate organizational and management skills to develop policies, procedures, guidelines, schedules, and standards for staff and operations.
Work involves evaluating resources, approving purchase requests and travel expenditures, developing guidelines, evaluating business functions and procedures for programs within the Branch. Identifies areas of process improvement and implements change. Prepares or approves responses to legislative requests and public inquiries. Oversees the development of administrative rules.
The manager is responsible for oversight of and coordination of the Environmental Hazards Branch-related projects and initiatives. Represents the Environmental Hazards Branch programs in cross-functional and other workgroup meetings. Collaborates with section and division executives, program directors, vendors/contractors, and external stakeholders. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions EJF 1 (30%):
Oversees daily management of operations and complex business support for the Environmental Hazards Branch programs within the Inspections Unit, Environmental Section. Develops and maintains an organizational structure that supports Branch needs. Develops Branch budget requests and assists the unit director in monitoring budget and expenditures. Sets goals for staff, establishes priorities, plans, assigns, supervises their work, and develops performance measures. Reviews results of investigations, audits, studies, and reports to provide guidance. Prepares or oversees preparation of ad hoc reports to division leadership.
EJF 2 (25%):
Directs statewide Environmental Hazards Branch programs to maintain performance measure targets. Ensures inspections, complaints and surveys are handled appropriately. Ensures compliance with laws relating to programs. Ensures staff obtain required training and maintain accreditations. Provides ideas for streamlining Branch operations. Works with other sections on grants and federal/department contract activities.
EJF 3 (20%):
Works closely with unit and section director, and the CPD’s associates to evaluate Branch operations and make recommendations for improvement. Develops short- and long-term plans and strategic activities. Reviews and/or approves reports and documentation from direct reports. Prepares responses to legislative or public requests. Oversees departmental rule development. Assists with legislation preparation, revision and AG’s position on legislative impact. Testifies at hearings and legislative meetings. Implements new legislation.
EJF 4 (20%):
Manages highly specialized staff or technical staff, including hiring, selection, assignment, performance evaluation, personnel and disciplinary actions, and scheduling and leave approval. Develops goals, standards, policies, procedures, guidelines, and schedules for staff and monitors performance.
EJF 5 (5%):
Performs additional duties such as disaster response and/or recovery or COOP activation. May require alternate shift pattern or location.

Experience supervising the work of others.
Applicant must be willing to travel at least 40% of the time.
Additional Information The posted salary range is the full range for this position. Agency salary policy, budget, and candidate’s qualifications will dictate the final salary offer. Typically, salary offers are at the midpoint of the range, depending on qualifications or other factors unless the selected applicant is internal in which case a 7% increase may be applied for a promotion, or a 3.4% increase may be applied when the selected applicant is in the same salary group but different class title and job code.
