JOB SUMMARY

Under the supervision of the City Manager, performs highly responsible supervisory and management work facilitating the operation and organization of the City’s administrative Information Technology (IT) systems. The Chief Technology Officer plans, recommends, organizes, and directs the development, management and implementation of technology within a multi-department city including information systems, computer operations, data/telecommunications and the City’s local area network. Employee is responsible for technical support and advising all city departments and department heads, and monitoring budget and information technology related expenditures. ESSENTIAL JOB FUNCTIONS

Supervises IT Staff, plans current and long range goals of citywide information systems and infrastructure in the areas of technology planning, computer acquisition, and applications development, and evaluates and recommends citywide strategies, goals and objectives for technological advancement, including recommendations for specific and citywide training initiatives, and manages all IT contracts. Oversees the city’s local area network, including user access, troubleshooting and security, consults with applicable management/vendors in developing network and communication strategies and solutions while integrating operating systems including voice, video, information processing and data sharing. Develops and monitors internal systems for the security and recovery of processed data, while ensuring the integrity and reliability of the IT operations. Develops annual IT budget including capital expenditures on departmental and citywide basis as needed. Supervises vendors engaged in the development of new or revising current applications, maintaining systems software and operating mainframe and online applications. Provides project management for implementing information systems solutions for all city departments and establishes priorities in the development and implementation of information technology programs and tasks. Governance policy, along with Service Level Agreements and a citywide Acceptable Use Policy, by which to allocate and manage limited resources. Develop and implement a highly responsive customer service platform to serve the entire organization in every aspect. Provides cost analysis on projects when requested by management, prepares agenda items, and provides management with monthly updates on project status. Oversees all IT purchases making sure that the documents are in order and comply with purchasing policies and procedures and provides inventory accountability in the IT division. Essential Employees may be required to work during a declared or undeclared emergency. This position requires incumbent to participate in the after-hours On-Call Duty schedule. Performs other related job duties as assigned. Knowledge, Skills and Abilities

Knowledge of business and management principals involved in strategic planning, resource allocation, human resource modeling, leadership techniques, production methods, and coordination of people and resources. Knowledge of contracting, negotiating, and change management. Knowledge of information technology computer systems and software and the ability to manage the entire spectrum of information technology operations. Skill in implementing information technology integration in a complex organization. Skill in the various uses and types of computer hardware and software utilized in office technology. Ability to simultaneously manage multiple projects and motivate interdisciplinary teams to produce quality results within predetermined timeframes. Ability to establish goals, prioritize problems and manage time effectively. Ability to demonstrate positive team-management attitude. Ability to demonstrate effective communication skills in writing, business presentations and in interpersonal communication and can communicate on a less technical level when necessary. Ability to demonstrate teamwork skills, works well with other departments, and follows policies and procedures. QUALIFICATIONS

Education and Experience:

Bachelor’s degree (Master’s degree preferred) in computer science, information systems, or business administration with seven (7) years of information technology experience; minimum three (3) years in a responsible supervisory management and administrative experience; or an equivalent combination of education, training and experience. Special Qualifications:

For positions requiring the operation of City vehicles, must possess a valid current Florida driver’s license, or be able to acquire one within 45 days of hire. Must pass a FDLE background check.
