Overview
GENERAL DESCRIPTION OF DUTIES; The purpose of this classification is to provide general civil engineering services related to site plan review, approval and inspection of private and public works projects, along with the design, construction and administration of improvements and expansions to the City's infrastructure. Employees in this position design/review plans related to water distribution, wastewater collection, stormwater management, right-of-ways, alleys, and roadways for private developments and city infrastructure projects.
Responsibilities
Conducts civil site review for new public and private projects; facilitates meetings and communicates utility information to the public relating to water distribution and wastewater collection systems, stormwater management systems, and roadway design improvements.
Works closely with the building department in reviewing and approving site plans for new developments; coordinates/performs inspections and performs project management for construction projects in progress; and inspects upon completion for adherence to plans and specifications.
Reviews building plans and other documentation for verification and approval purposes; examines right-of-way dedication, stormwater management requirements, water and wastewater service, roadway and rights-of-way access, and other plan elements for compliance with local, state, and federal standards and codes.
Plans and designs stormwater management, roadway, and water and wastewater systems.
Manages stormwater inspection processes; conducts consultations with developers and inspections of underground chambers, above ground detention, grade sets, culverts, berms and swales; and performs final inspections.
Manages library of standard details, specifications and as-built drawings.
Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures; receives and reviews various documentation, including SFWMD, FDOT, and DEP permits, architectural and structural drawings, and a variety of reports; prepares or completes various forms, reports, correspondence, and other documentation, including presentations, ordinances, updates, inspection reports, and others as needed; forwards or retains documentation as appropriate; and maintains computerized and/or hardcopy records.
Reviews, approves, and coordinates permitting and construction activities with governmental agencies as applicable.
Responds to concerns, inquiries, and complaints from the general public in both oral and written contexts; provides information, assistance, and/or resolution accordingly.
Operates a personal computer to enter, retrieve, review or modify data, utilizing Microsoft Word, Excel, PowerPoint, ICPR, HydroCAD, AutoCAD, word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
Maintains and facilitates effective communications with regulatory agencies, City department heads, staff members and other entities relevant to functions under charge.
Maintains current knowledge of trends and developments in engineering and regulatory standards pertaining to public utilities and infrastructure. Knowledge of SFWMD stormwater management design criteria required.
Attends and participates in workshops, meetings, seminars, and/or training opportunities regarding certification, to acquire current industry knowledge, and to maintain current knowledge of regulatory developments.

Includes exercising judgment in determining time, place and/or sequence of operations, referencing data analysis to determine necessity for revision of organizational components, and in the formulation of operational strategy.
Human Interaction : Requires the ability to function in a managerial capacity for a division or organizational unit. Includes the ability to make decisions on procedural and technical levels.
Equipment, Machinery, Tools, and Materials Utilization : Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
Verbal Aptitude : Requires the ability to utilize consulting and advisory data and information, as well as reference, descriptive and/or design data and information as applicable.
Mathematical Aptitude : Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations involving basic algebraic principles and formulas, and basic geometric principles and calculations.
Functional Reasoning : Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
Situational Reasoning : Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.
Minimum Qualifications
Bachelor's degree in Civil/Environmental Engineering or related engineering discipline
Seven (7) years progressively responsible experience in municipal engineering design and construction project management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.
Must possess and maintain a valid Florida driver's license, class "E" and a driving record which meets or exceeds minimum City driving standards. Registration as a Civil Engineer in Florida preferred.
Other Requirements: The City of Naples is a Tobacco-Free Workplace. Applicants for the City of Naples must not have been a user of tobacco products for at least six (6) months immediately preceding an application for employment; and, if hired, must maintain non-use of tobacco products for the duration of employment with the City of Naples.
