The Sustainability Division focuses on transforming how the City operates toward a cleaner energy future. Major initiatives include high-performance building policies, building electrification, expanding the City’s electric vehicle charging network, fleet electrification, building energy efficiency, and transitioning to 100% carbon-free energy by 2040 across city operations. The Sustainability Division Manager

provides strategic direction to achieve the CNRE (Carbon Neutrality and Renewable Energy Action Plan) goals adopted by City Council in 2021. The role collaborates with internal and external stakeholders, including the City Manager’s Office, department leaders, peers in local government, state and federal programs, and community groups. The successful candidate will have a passion for sustainability, facilitate, plan, and implement projects to support a resilient, carbon-free future. The role requires strategic thinking while also managing day-to-day activities of a high-functioning team, with a strong focus on delivering results aligned to the City’s goals. Duties/Responsibilities

Manage a portfolio of Energy and Sustainability programs to achieve CNRE and City Strategic Plan goals. Facilitate the development and implementation of sustainability projects supporting a carbon-neutral fleet, high-performance buildings, and energy infrastructure across City-owned/operated environments. Oversee daily operations and direct the division; supervise staff, including planning, assigning and evaluating work, training, and coaching. Plan and promote City-wide Sustainability policies and procedures; ensure compliance with regulations, policies, and procedures. Assemble and deliver reporting on progress toward CNRE and City Strategic Plan goals. Recommend sustainability policy enhancements and support related program implementation; administer the City’s High Performance Building Policy. Develop and facilitate internal cross-departmental initiatives to strengthen collaboration and policy implementation. Develop and carry out public procurement activities (RFPs, RFQs, bids, etc.). Prepare and manage the Division’s budget, monitor expenditures, assess resource needs, and provide cost estimates and forecasts; allocate funds to applicable programs and projects. Collaborate with City leadership, service providers, residents, departments, and external agencies as a Sustainability liaison. Network with peers in local, state, and federal government for exchanging ideas and regional climate action planning. Minimum Qualifications & Experience

Bachelor’s degree in Business, Public Administration, Environmental/Sustainability Management, Engineering, or a directly related field OR equivalent experience. Six years of sustainability-related program administration and/or analytical experience. Two years of supervisory experience. Additional Preferred Skills

Sustainability-related certification (e.g., LEED Green Associate). Project management experience in sustainability-related projects. Degree or minor in a sustainability-related field. Possesses or intends to acquire a valid North Carolina driver’s license. Two years of experience working in local or state government. Intermediate skills in Microsoft Office Suite (SharePoint, Teams, Word, Excel, PowerPoint, Outlook). Experience with planning and grant writing.
