General Overview Performs routine (entry‑level) work advising and assisting veterans and eligible persons with the Department of Veterans Affairs claims process. Work involves collaboration with external partners, including Veterans County Service Officers and the Department of Veterans Affairs. The role is performed under close supervision with limited latitude for initiative and independent judgment.
Essential Duties and Responsibilities
Interview veterans and family members to record and assess benefits information to determine client eligibility.
Apply and interpret VA laws, case law, existing statutes, and state law in the adjudication process.
Prepare and file claims and appeals with supporting evidence for successful adjudication.
Advise and assist veterans and other eligible family members in obtaining benefits, rights, entitlements, and supportive services.
Consult with medical and legal staff in the development of pertinent evidence to support claims.
Request examinations, re‑examination, or opinions to evaluate disabilities resulting from diseases or injuries.
Establish relationships with external stakeholders and community partners to connect veterans to assisted services.
Document all services provided into the case management system daily and maintain client files.
Manage daily workload using appointment booking software.
Prepare and submit written reports, and represent the agency at events, conducting briefings and/or presentations on veteran benefits.
Conduct outreach activities to identify veterans, dependents, or survivors in need of claims assistance and other supportive services.
Maintain accreditation with the Department of Veterans Affairs and comply with all applicable policies and regulations.
Perform related work as assigned.
Qualifications Minimum Education:
Associate's degree or higher from an accredited college or university with major coursework in social work, business management, political science, or a related field, or the experience required when substituting for education on a year‑by‑year basis. College transcripts are required and must be provided before an interview can be extended.
Minimum Experience:
One (1) year of specialized experience assisting with documentation to determine basic eligibility for benefits or programs.
Additional Requirements:
Valid Texas driver’s license within 90 days of hire; successful federal background checks; accreditation to submit claims with the Department of Veterans Affairs.
Honorably discharged veteran preferred.
Experience in filing benefit claims with the Department of Veterans Affairs.
Knowledge of laws, rules, and regulations applicable to the processing of veterans’ claims and assessment techniques.
Fluent in Spanish (preferred).
Knowledge, Skills, and Abilities:
Skill in interviewing and advising benefit eligibility.
Proficient in computer use and applicable software.
Analytical and problem‑solving skills.
Ability to interpret regulations applicable to veterans’ claims.
Effective oral and written communication.
Customer‑service orientation and ability to provide exceptional service to clients, stakeholders, and partners.
Ability to review and evaluate documents for completeness and acceptability according to agency statutes and procedures.
Ability to meet deadlines in a timely manner.
Environmental Physical Conditions Normal office work environment, mostly sedentary. May involve walking, standing, remaining stationary for long periods, pulling and pushing, kneeling, stooping, bending, and lifting items up to 30 pounds. Extensive telephone usage and repetitive hand/wrist/finger motions while using the computer.
