Overview
Hybrid (Must live in Austin TX area) Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system. The
data administrator
is required to possess comprehensive expertise in Oracle, AWS, and cloud-native architecture. This position is dedicated to modernizing legacy systems, implementing modular and scalable data solutions, and supporting HHSC transformation objectives. Responsibilities include optimizing database performance, maintaining secure deployments in the cloud, and facilitating collaboration among cross-functional teams to enable agile delivery and uphold architectural governance. Furthermore, the data administrator plays a critical role in ensuring secure, accurate, and efficient management of data across both legacy and updated systems.
Responsibilities Candidate Skills and Qualifications
Minimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.
Experience in data architecture, data modeling, and data warehousing. (8 years required)
Proficient in Oracle Database architecture, administration, and performance tuning (8 years required)
Hands-on experience with Oracle RAC (Real Application Clusters) configuration and management (8 years required)
Strong knowledge of data architecture principles and best practices (8 years required)
Proficient in writing complex SQL, PL/SQL, procedures, and performance-optimized queries (8 years required)
Strong knowledge of Oracle Data Guard and high availability/disaster recovery strategies (8 years required)
Familiarity with cloud-native database services and PaaS offerings (8 years required)
Experience in database backup, restore, and recovery operations using RMAN (8 years required)
Proficiency in cloud infrastructure management, including understanding of cloud-based data storage options, cloud security considerations, and best practices for deploying applications in the cloud (8 years required)
Develop and maintain enterprise data models, data warehouses, and data lakes to support analytics and reporting (8 years required)
Evaluate and integrate emerging technologies such as AI, machine learning, and big data analytics in healthcare (8 years required)
Ability to work in DevOps environments with CI/CD pipelines for database changes (8 years required)
Experience transforming monolithic, on-premises data structures to microservice-aligned schemas (8 years preferred)
Experience with structured Enterprise Architecture practices, hybrid cloud deployments, and on-premise-to-cloud migration deployments and roadmaps (8 years preferred)
Strong communication skills, with the ability to explain complex technical concepts to a non-technical audience (8 years preferred)
Fundamental understanding of the Information Management principles, IT processes, SDLC, architecture and technologies adopted by an organization (8 years preferred)
Customer-focused ability to communicate across all levels of the organization (8 years preferred)
Proactive Leadership style; self-starter and strong attention to detail (3 years preferred)
Proven experience within an integrated eligibility case management system (8 years preferred)

3 days remote
with
2 days

Mondays and Thursdays

onsite . Normal business hours are Monday through Friday from
8:00 AM to 5:00 PM , excluding State holidays when the agency is closed. The worker may be required to work remotely at
HHSC discretion , up to 100 percent of the time.
