The Connecticut State Department of Education (CSDE) is now accepting applications from experienced agency employees for the position of Supervising Accounts Examiner in the Office of Internal Audit. The mission of the Office of Internal Audit is to assist the State Board of Education and the State Department of Education's management in identifying, avoiding, and when necessary, mitigating risks.

Position Highlights Full Time – 40 hours per week, Monday through Friday, First shift.

This hybrid position is eligible to apply for telework after successful completion of the working test period, and thereafter, in accordance with the Telework Policy. The policy can be found here. We are located in Hartford, CT.

About Us CSDE is the administrative arm of the Connecticut State Board of Education. Through leadership, curriculum, research, planning, evaluation, assessment, data analyses and other assistance, the CSDE helps to ensure equal opportunity and excellence in education for all Connecticut students.

Responsibilities

Supervise a staff of professional employees.

Schedule, assign, oversee and review the work of staff; provide training as required.

Conduct annual employee performance evaluations.

Assist in development of the annual audit plan.

Prepare and analyze complex budget and expenditure reports.

Oversee the development and maintenance of written procedures.

Act as liaison with other operating units, agencies, and outside officials regarding unit policies and procedures.

Supervise maintenance of work functions and special projects.

Analyze financial statements, reports and budget requests.

Approve staff payroll and time requests.

Conduct performance evaluations.

Determine priorities and plan work.

Establish and maintain procedures.

Consult with superiors on accounting and fiscal matters.

Assess the effectiveness and make recommendations on development of policies and standards.

Prepare reports and correspondence.

Ability to evaluate and analyze accounting methods, procedures and data.

Utilize CSDE systems for financial records, reports, and analyses.

Assist in analyzing impact of proposed regulations and legislation on agency fiscal/administrative programs and functions.

Perform related duties as required.

Knowledge, Skills, and Abilities

Considerable knowledge of and ability to apply relevant state and federal laws, statutes, and regulations.

Professional accounting and auditing principles and practices; governmental and commercial accounting.

Considerable interpersonal skills; oral and written communication skills.

Ability to analyze and evaluate accounting procedures; analyze financial records, documents, and reports.

Supervisory ability.

Minimum Qualifications – General Experience Eight (8) years of experience in accounting or auditing.

Minimum Qualifications – Special Experience One (1) year of the General Experience must have been performing the most complex accounting function or acting in a lead or consultative capacity. For state employees this experience is interpreted at the level of an Associate Accountant or an Associate Accounts Examiner.

Minimum Qualifications – Substitutions Allowed College training in accounting or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. A Master's degree in accounting may be substituted for one (1) additional year of the General Experience. Certification as a Certified Public Accountant or Certified Internal Auditor may be substituted for one (1) additional year of the General Experience.

Preferred Qualifications

Experience supervising or leading an audit team.

Experience conducting audits, including single audits.

Experience with Governmental Accounting.

Experience analyzing and interpreting financial reports to ensure compliance with internal control procedures.

Experience interpreting and applying federal, state, and municipal laws, statutes and regulations.

Experience preparing written reports and memoranda.

Experience with Microsoft Office 365 Suite.

Experience working independently and as a part of a team.

Special Requirements Incumbents in this class may be required to travel.
